With increasing of the grid scale and strengthening of interconnection, the large disturbance may become cascading failure and cause blackouts. In order to strengthen the resist disturbance capacity of power grid, North American Electric Reliability Council (NERC) introduced Disturbance Control Standard(DCS) to evaluate the disturbance control performance of power grid. East China power grid began to introduce DCS in 2009. However, there are many differences between power grid in China and North America, and DCS used in East China is not common in Chinese power grid. Thus it is necessary to research and design DCS that fits actual situation of power grid in China.Standards about resource and demand balancing in the reliability standards for the bulk electric systems of North America link up and work together to ensure the safety and reliability of power grid operation. DCS based on the principle of N-1 is used for evaluating capacity, using effect and recovery of contingency reserve, in case of occurring reportable balancing contingency event. At present, CPS and DCS in east China are the only reliability standards applied in China. Compared with North America, reliability standards applied in China are not complete, therefore, the improvement of the standards system and expected location of DCS should be considered in the process of DCS used in China designing. In addition, it is necessary to consider the differences between multistage management structure of power grid in China and complanation organization pattern of power grid in North America, and differences of energy structure which contains UHV interconnected power grid structure and large-scale wind power grid in China with North America.Through the above analysis, this paper puts forward the method and principle of DCS in China designing, which includes:setting multi-started conditions of contingency scale, frequency, UHV tie-line power, and balancing contingency event occurring in the period of anti peak regulation of wind power; designing of national, regional and provincial DCS based on the multistage management structure of power grid in China; analyzing of the coordination control mode of these three levels of DCS. The feasibility of standby power supporting required by the three levels of DCS is verified through the analysis of the method to eliminating tie line power the out-of-limit. The design principle of DCS in terms of evaluation objects, evaluation content and evaluation index is put forward. Finally, three levels of DCS that fit the actual situation of power grid in China is designed.Simulation experiment of multi-started conditions is carried out based on the Matlab Simulink. The simulation results show that multi-started conditions of DCS used in China have better recovery effect of contingency than DCS used in North America which only takes contingency scale as starting condition, and DCS used in China can greatly improve the ability to resist disturbance and ensure the safe and stable operation of power system. In addition, the simulation of starting condition of UHV tie-line power can verify that, in state of UHV tie-line power out-of-limit, frequency emergency and alert, DCS frequency master control mode and DCS tie-line master control mode put forward by this paper have superiority of controlling both UHV tie-line power and frequency.
