In the north of China, it always snows in winter and freeways are often affected by snow.Under snow disaster circumstances, the driving conditions are very bad and visibility is low in the arterial highway,which make it easy to lead to traffic accidents and congestion. Based on the effects of snow disaster, this paper has analyzed the artery network in the snow disaster with the theory of the research and established the real-time control system of artery network under snow disaster.This papers is aimed at creating a real-time traffic control system when the highway under snow and ice disaster, and safeguarding the highway network flow under ice and snow disasters, as well as improving the efficiency of the highway network under the ice and snow disaster, the snow disaster for a real-time control system of some key problems are researched.Firstly, with application of meteorological composite indicator index, terrain conditions index and the conditions of road design index, we established the highway real-time monitoring system model for prediction of ice and snow disasters; Secondly, the level of early warning index is put forward, under the condition of recognizing the reliability index as the identification index; Thirdly, in order to evaluate the influence of snow disaster on highway traffic operation, and thus to formulate the corresponding management measures to minimise the impact on the ice and snow disaster, the paper presents the application of reliability evaluation of highway traffic operation quality method. the travel time as evaluation index.Regarding the travel time as evaluation index and artery network in Heilongjiang province of China as the object, we validate that the snow cases road travel time is in line with the characteristics of normal distribution based on measured data. Besides based on the reliability theory, the theory of probability and mathematical statistics theory, the road reliability calculation model is established, according to the road surface friction coefficient and the relationship between the travel time. And the threshold value of the evaluation index of thetravel time is proposed based on the road surface friction coefficient and the relationship between the travel time.Finally, considering the layout of the artery network in Heilongjiang province of China,the analyzing method of reliability for the route and the highway net are established, which verifies the feasibility of this method with the above application example, and the same time,the emergency plan and real time control system is given.
