To develop renewable energy has become one useful means to resolved the future energy problem and environmental issue to China and other country. Comparing with the wind energy and the solar energy system, wind and solar hybrid energy as one of the most important renewable energy system has the advantage of more stability and more economic, has been used in many areas. But wind and solar hybrid system has encountered the problems that the wind power in low wind speed is hard to be charged in battery and the problems that the photovoltaic usually work in high temperature which will lead to a low efficiency, especially in summer, the temperature can be as high as 70?. So to cool the PV has became necessary. To solve the problem, we put up that used the wind energy in low wind speed to cool the PV cell, so that the wind energy can be used more efficient and the PV can produce more energy. In this paper, we mainly studied the possibility of the hybrid system.Firstly, we have studied the wind turbine works under different load in the wind tunnel. We have tested the power of wind turbine be charged in battery under different wind speed. Then we compared the power output and air flow rate when turbine drive the different fans, and we can got the best way to driven the fans. Secondly, we have designed the air duct of PV cell and test the performance of air duct. We have get the optimal depth of air duct and the desired number of fans. In the last, we have given a math model to calculate the power output of PV module, and then we have introduced our model to calculate the power output of wind and solar hybrid system whose purpose is to find the best change wind speed.The result have indicate that when wind turbine driven the different kind of fans,when the load is 24 V fan, there is the maximum wind flow, and when wind energy be charged in battery after boosted. Compared with the power output we can get that when the load is fans there is more energy output than when the load is battery, and the start wind speed is lower when the load is fans than the load is battery. After tested the air flow in different depth of air duct, we can get that the optimal depth is120 mm. And when fans didn't work, the air flow rate in air channel accounted for approximately 42.8% of the external wind speed. While when fans work, there is about 10% of air flow is loss from the holes on the side wall of air channel.Depending on the meteorological data of Tianjin area, we have get the optimal change wind speed using the model established in the paper. Compared with the power output of the wind and solar hybrid system in different change wind speed, we have found that the total power output have an maximum increase of 5.5% and minimax 1.1% depending on the different wind direction. After cooled, the power output of PV cell have an maximum of 10.1%, and the total power output have an increase of 6.1%.
