Every country in the world focuses on economic development,at the same time pay attention to the ecological environment changes, gradually incorporate energy conservation and emission reduction into all areas of social development.Especially produce high carbon emissions from the transportation sector, under the double push of economic globalization and e-commerce,third party logistics and transport activities are becoming more frequently, logistics outsourcing activities are more and more, resulting in large amounts of greenhouse gas emissions,to achieve low-carbon transport as soon as possible is the inevitable trend of the transportation sector in energy conservation and emission reduction.Reasonable transportation decisions can reduce costs and reduce carbon emissions, therefore, research on considering of carbon emissions in vehicle routing problem has become an important way for implementing "green logistics","low-carbon logistics".According to the potential of energy conservation and emission reduction in the vehicle routing problem and the current status of logistics and distribution, proposed the capacitated open pollution routing problem with time windows, and made optimization modeling, algorithm design and analysis of experiments as the focus of the study.First,by analyzing the relationship between the distribution of energy consumption and carbon emissions, proposed method of calculation of carbon emissions, based on this, established the optimization model of the capacitated open pollution routing problem with time windows;Second, the comparative analysis of the characteristics and advantages and disadvantages of various algorithms, and based on the characteristics of the model, design of a improved adaptive genetic algorithm, combined with scanning algorithm to optimize the initial population, which greatly improved the performance of the algorithm, and the timeliness and stability of the algorithm was validated by using the standard examples; Finally, the effectiveness of the model and algorithm is verified combined with examples, and consider the impact of different actors in logistics outsourcing activities, from the perspective of multidimensional analysis factors affecting energy conservation and emission reduction in open pollution routing problem, which find a feasible way to achieve the balance of economic costs and the requirements of environmental.Vehicle emissions is affected by the relevant aspects of vehicles, the environment, transportation, drivers, operators, and many other factors. For the type of vehicle, load, vehicle speed and other controllable factors affect carbon emissions, through modeling and optimization algorithm to find the minimal carbon emissions vehicle path in transportation decision-making process.By contrast simulation experiment,we can draw carbon emissions is positively correlated with vehicle load rate and travel distance.Rational planning can make the vehicle travel path with the shortest distance or the vehicle overall load rate decreases, thus effectively reducing carbon emissions. For different target body in the open vehicle routing problem.Whether logistics outsourcing or third-party logistics are both pursue economic efficiency simply.by comparing the different objectives of the program found that there are certain goal congruence between the parties, thus it is possible to find the vehicle routing that meet the requirements of the interests of all parties. Therefore,a reasonable transport planning can effectively achieve energy conservation and emission reduction, considering energy conservation and emission reduction has important practical significance and application value in the study of vehicle routing problem.
