With the development of tertiary industry, the three major energy consumptions of the society are building energy consumption, industrial energy consumption, and traffic energy consumption. Among them, building energy consumption occupies a large amount. So far, building energy consumption occupies approximately 27.6% of whole society energy consumption. At present, the total area of the public building is 4.5 billion square meter, which makes up of 20% of public energy consumption. Thus, there is a great potential of public building energy saving. Meanwhile, compared with office building, commercial building, and hotels, hospital energy consumption is more and diverse. Recently, with the booming of medical and health services, it develops to be larger and collectivized. At the same time, energy consumption of the hospital building tend to increase sharply, including the consumption of electricity, oil, gas, water, etc. Thus, it is important to analyze and work out the ECQ for hospital buildings.Key points of managing the energy consumption of the hospital building are:analyzing its energy consumption distribution; taking measures to study on index of ECQ; referring to the quota to limit the hospital energy consumption. This paper focus on hospital building energy consumption distribution characteristics and ECQ. By studying the energy saving standards, energy consumption evaluation system and energy consumption status, technical routes and management requirements will be put forward.Firstly, this paper introduces the DeST-c simulation software and determines to adopt dynamic energy consumption analysis method to simulate the building energy consumption. Furthermore, four basic principles of building ECQ, which are rationality, justification, timeliness, and feasibility, are explained. Thus, the advantages of statistical quota and technical quota could be combined to choose a reasonable method to work out building ECQ in Shandong. The final ECQ in Shandong hospital will be determined by the crossreference between the DeST-c simulated ECQ and the actually investigated ECQ.Secondly, this paper adopt the sampling investigation to study the energy consumption status in Shandong region. Subjects of the investigation mainly focus on grade HI hospitals and second grade general hospitals. Then principles of sampling, sources of data, and data processing are introduced. Through analyzing the energy consumption data, energy consumption status and characteristics of the four different kinds of hospitals will be obtained. The hospital ECQ index, which is the average value of per area energy consumption or "per bed" energy consumption in hospital. By studying the quota standard, the final quota is determined, which is divided into restrained value and induced value.Thirdly, performing the DeST-c simulation. Set up the standardized building model and insert detailed parameters to calculate the annual building energy consumption. After analyzing the simulation results, technical quotas of the four kinds of hospitals can be obtained, which could be the technical bases for determining the hospital ECQ.Finally, comparing the simulated and the investigated ECQs to verify a final ECQ as the hospital building quota. Further, this paper put forward related management requirements for Shandong hospital building energy consumption. It contains building up related energy regulatory systems and online energy monitoring platform, as well as adopting advanced energy saving management modes and implement new technical reform. Thus, energy efficiency and energy saving management standard could be improved continually.
