The flood disaster prevention is the key and difficult point of water conservancy project management in China. The role of non engineering measures in flood disaster prevention is increasing. With the development of computer and communication technology, the hydrological monitoring system has been gotten good application in many basins in China. Through automatic collection, processing, storage and forecasting of the factors such as rainfall, water level and other factors, its provide help for the flood control management in the river basin.The hydrological monitoring system of Toutun River of Xinjiang has run for nearly ten years. Because of the large control area and complex terrain, the monitoring is relatively difficulty. Because of the lack of funding, a comprehensive coverage and advanced technology hydrological monitoring system is hard to be built at the beginning of construction. The monitoring system which has been built up have the problems of low level management and the unreliable flood forecast. So there is an urgent need for hydrological monitoring system for reform, to improve the accuracy of flood forecasting, realize the scientific scheduling of reservoir basin, improve the management level of water resources, and increase the social and economical benefit of the basin.In this paper, the research background and significance, research status, research methods and technical route are introduced firstly. Secondly, the current situation investigation of river basin on the automatic hydrological forecast system is studied and the existing problems are found out. Combined with the layout of river basin rainfall station, and the technical capital, the practical and economic durable overall transformation design scheme has been put forward. 6 automatic rainfall station are added and 8 water level stations have been transformed, its have strengthen the intensity of the Toutun river basin hydrological station network. The compatibility of new site and the original site of hydrological monitoring system are analyzed in the paper. The communication mode of the system is compared and the ultra short wave is selected to be the choice as the primary channel, GSM and satellite as a backup channel for the communication mode to meet the design requirements. Finally, the SPSS software is used to regression analysis of rainfall and runoff data. By using the wavelet analysis, the monthly and ten days runoff data are analyzed. The BP neural network model is used to predict the runoff data and the prediction accuracy is higher. It provides reliable basis for flood control operation, reasonable arrangement of irrigation water supply and production plan.
