Theoretical Method And Applications Of Post Evaluation On Ecological Construction Project

Ecosystem could support human's survival for providing abundant energy materials for them and play a key role as human's basic living environment,without which human cannot exist.However,in recent decades,due to the dramatic changes in the climate and environment,with expanding of human activities,ecological and environmental problems have appeared across our country.Problems like the rapid land desertification,water pollution,grassland degradation and other serious problems lead us to pay much attention to ecological civilization construction,in this case ecological construction project came into being.Its main purpose is to change the durative and exasperate trend of ecological environment,improve ecosystem quality,to achieve the development concept of "innovation,coordination,green,open,shared".Post-project evaluation originates from the United States in the 1930 s,a kind of evaluation work carried out after the project completion.To inspect whether the project achieves its goal or not and to recheck the possible problems and deviations that may exist through investigating the objectives,processes,benefits and sustainability of the project,in order to guarantee the quality of project and improve the level of project management,is a crucial part of the project evaluation system.This paper is based on the general theoretical knowledge of project evaluation and post-evaluation to first present the relevant knowledge and theories of project evaluation and post-evaluation as its theoretical theories,then according to the merits of ecological construction project,summarize basic knowledge of post-evaluation of ecological construction project,choosing the ecological benefits and project's sustainability as evaluation contents.The former one is to examine the performance level of ecological construction projects,to what extent the projects have restored the deteriorative environment;the latter one is to inspect whether the projects could continue to operate and development through their own power,to what extent the ecological benefits could be maintained and establishing the general evaluation index system.Finally,combined with the research object using comparative analysis,analytic hierarchy process,fuzzy comprehensive evaluation to evaluate the ecological construction project as application research.On one hand to provide useful references for similar projects after the evaluation,on the other hand to give the suggestion to relevant departments about how to formulate investment plans and policies of ecological construction.
