| China is suffering the serious situation of air pollution.Haze often attack China recently.Since 2013,haze frequently appear,We are forced to take measures of traffic congestion,schools closure,factories shut down to deal with haze warning,which is normal now.Air pollution of our country has transformed from coal-burning pollution into hybrid of coal-burning and vehicle exhaust pollution.Vehicle exhaust proportion can no longer be ignored,however,our current motor vehicle exhaust pollution control legal system is not perfect,resulting in local enforcement agencies unable to follow the situation.Article includes four chapters,first make a brief analysis on the guidelines and the need to bring down vehicle exhaust pollution,then the institution of law,the basic system,regulatory mechanism,by contrast with our country.Analyze from supplement the existing legal system,construction of main pollution control system,improve the regulatory system of motor vehicle exhaust pollution to improve motor vehicle exhaust pollution accountability mechanisms and other proposals.Intensive Pollutants Overall Control and Discharge Permit System are introduced to the automotive sector,there feasibility and detailed design of the system have been explored.Considering the arguments about current environment carbon tax system,article put forward the development of the motor vehicle carbon tax system.About the "motor vehicle exhaust pollution prevention regulations",article put forward the guiding ideology: regulations should be based on the actual situation of China’s motor vehicle exhaust pollution and deficiencies in the current governance at present,adopt full life-cycle management,establish pluralistic prevention and control mechanism,develop scientific and reasonable administrative regulation.Enactment of the Ordinance should also learn from China’s current environmental governance system fault of ignoring personal environmental virulence,include motorists liability into accountability mechanism. |
