Research For The Formulate Methods Of Environmental Performance Evaluation Index

In nearly 20 years,along with the rapid development of the economy in new China,the energy shortage and environmental protection issues are prominent increasingly,and attached by the government gradually.Starting from the government promotion initially,the energy-saving and environmental protection work is gradually opened.Environmental protection and energy conservation work is pushed earliest in the industrial field,in the rapid development of China,the industrial sector is still the main battlefield to carry out energy-saving emission reduction work.Currently,the country mainly promotes the energy-saving and environmental protection work from the administration and market for the industrial enterprise.In the administration,the enterprise is assessed to carry out the work via government supervision;In the market,it is mainly via establishing the open and fair market trade system,the enterprise conducts the object trade under the limited condition according to own energy consumption and pollutant emission,therefore,it can promote the enterprise to carry out the energy-saving and emission reduction work voluntarily to reduce the operating cost.Under two-aspect pressure,how to carry out the energy-saving and environmental protection management scientifically and effectively within the enterprise is an important problem.From the organizational behavior perspective,how to establish the energy-saving and environmental-protection performance assessment indication scientifically and reasonably within the enterprise is a problem worthy of research.The paper starts from the actual problem confronted in the author's work,researches how to formulate the energy-saving and environmental-protection assessment indication scientifically and reasonably under the administrative assessment and market condition to guarantee the assessed enterprise to reasonably arrange the energy-saving and emission reduction work with a lower overall cost.The paper gets the research data via data research,field interview,history data calling,and it holds that the focus of assessment indication is highlighted,and the high identification is more important based on the existing enterprise management according to the current domestic and foreign research status and actual application in the case enterprise,therefore,the research direction of the paper is mainly on the formulation method of assessment indication rather than constructing the complex indication system and assessment method.The main contents in the paper include the following several chapters: Firstly is the basis theory and existing policy of the research,including the basic theory for the enterprise to carry out the energy-saving and environmental protection work specifically,such as sustainable development theory;performance theory in the enterprise management organization behavior;linear planning theory in the operational research which can be applied in the research.The existing related policies are mainly existing energy-saving and environmental-protection assessment policy,carbon trade policy and pollutant discharge paying policy.Secondly is the current status of energy-saving and environmental-protection assessment in the case enterprise,including the development status of the enterprise and existing industry,energy-saving and environmental-protection laws and regulations,administrative requirement standard status,existing assessment status and formulation method of assessment indication in the subordinate enterprise;Thirdly,it determines the assessment indication according to the grasped data.Fourthly,it considers three kinds of limitations to gradual strict and close to the actual case,formulates the formulating procedure,method and calculation model on the assessed indication.Fifthly,the trail is conducted according to 2016 gross assessment requirement and research parameter with linear planning method.Finally,the evaluation conclusion is obtained based on the application research.
