Transition to a low-carbon economy has become a major trend followed the global economic slowdown in the post-crisis era.The rise of China's economy makes China become a big emitter of carbon dioxide.No matter for its own sustainable development or just as a responsibility incumbent on the international community,China need strictly control the growth of greenhouse gases.In order to achieve the emissions target of 40%-45% reduction in CO2 per unit of GDP by 2020,it is urgent to reduce emissions through area distribution among the provinces.Refering to the distribution burden,in addition to considering the actual carbon emissions in various provinces and cities,carbon transfer with China's provincial trade and expanding industry transferring among provinces are also factors that must be taken into account.Therefore,based on relevant research of carbon transfer at home and abroad,this paper examines and analyzes carbon emissions scale of China's provinces and carbon transfer among provinces,and uses the push-pull model to test bi-directional forces influencing the regional carbon transfer.First of all,the paper defines the relevant concepts of carbon emissions.Based on understanding of carbon transfer as a area non-equilibrium change of carbon dioxide emissions,the research induces the transfer of carbon scale index and the transfer of carbon intensity index,and uses the data of China's 30 provinces through 2004-2014 to actually calculate.Through a comparative analysis of the results,the paper analyzes carbon emissions transfer changes among provinces in the post-crisis era.Results show that China's 30 provinces have significant differences in their carbon transfer before and after 2008.Specifically,some provinces and cities change from carbon emissions-in area into emissions-out area such as Beijing and Hebei;some provinces and cities change from carbon emissions-out area into emissions-in area such as Tianjin and Gansu;some provinces and cities do not show changes such as Shanghai and Anhui.But overall,as the economy entered the post-crisis era,despite differences of the industry structure,resource endowments and economic level among provinces,the overall carbon emissions transfer shows the trend of transferring from developed provinces to underdeveloped provinces.Then,in view of two factors influencing the transfer of carbon emissions,the paper constructs the push-pull model of carbon transfer from three push factors of production means,environmental policies and market demand,and four pull factors of market size,infrastructure,urbanization level,opening up,combined with the specific situation of Jiangsu Province.Empirical results show that as the push factors,environmental policies and production means significantly affect carbon transfer,and government has a leading role of carbon transfer in the post-crisis era.Finally,according to the results of earlier research,in order to achieve the 2020 emissions reduction target,reasonable distribution of emission reduction responsibilities,combined with the factors that influence the effect of carbon transfer,the research puts forward corresponding policy recommendations from the macro-,meso-,micro-level respectively.
