| With the development of economy,the progress of science and technology,the environment problem increasingly prominent,global warming has caused the attention of countries all over the world.In 2007,China’s carbon dioxide emission was more than the United States as the world’s largest carbonemissions country.As the largest developing countries,but also the largest carbon emitters,China needs to take its own responsibility.However,as a developing country,economic development is still the focus of development.Controlling carbon dioxide emissions may reduce the speed of China’s economic development,but a good environment is also a necessary condition for human survival and development.Therefore,we need to explore a path of economic and environmentwhich can make economic and environment have friendly development.China is a large country,there are large differences between regions,in order to effectively reduce carbon dioxide emissions in China,need to fully consider regional differences.Thispath will ensure long-term and healthy economic development on the basis of ensuring the qualified carbon emissions.In this paper,we’re going to look at the drivers of carbon dioxide emissions and the impact of carbon emissions,under different economic development levels.Based on these analyses,we have a proven carbon reduction policy.Based on these analyses,we can formulate effective carbon emission reduction policies.First of all,we calculate the carbon dioxide emissions through the consumption of coal,oil,natural gas and other eight fossil fuels,in various provinces and cities from 1995 to 2015.Using the data of 29 provinces and cities,the average GDP per capita of various provinces and cities is divided into three categories:high income region,middle income region and low income region.Then,according to relevant statistics,the energy consumption and carbon dioxide emission in different income areas of China are analyzed by statistical analysis of carbon emission intensity and per capita carbon emission,and the statistical description of their development status is made intuitively.To consider the stability of the data,the cross-sectional correlation,cross-section variance,the empirical research is carried out using CMG,AMG,FGLS method.Using the STIRPAT model,the panel data of 29 provinces and cities in 1995-2015 were used as samples,and the influence of each driving factor and these driving factors of high income region,middle income region and low income region was compared with the analysis of FE,CMG,AMG and FGLS,and the following conclusions were drawn:(1)whether national or high income regions,middle-income area,low-income area,the main factors affecting carbon emissions are the four factors of population scale,capita GDP,energy intensity and energy consumption structure.(2)In the country,high income regions,middle-income area and low income area,the carbon emissions elasticity of GDP per capita are greater than the carbon emissions elasticity of population size.(3)The carbon emissions elasticity of per capita GDP in the high-income regions is less than that the carbon emissions elasticity of per capita GDP in the middle-income region and the low-income region.In the high-income region,the carbon emission of per capita GDP is less than 1.In the middle-income region and the low-income region,the carbon emission elasticity of per capita GDP is greater than 1.(4)Across the country,high and low income regions,middle-income area,carbon emission elasticity of population size is close to 1.The carbon emission elasticity of population size will not change with the level of economic development.(5)In nationwide,high income regions,middle-income area,low income area,the carbon emissions elasticity of energy intensity is similar.The carbon emissions elasticity of energy intensity in high income area is less than the carbon emissions elasticity of energy intensity in middle-income area and low-income area.(6)The carbon emission elasticity of energy consumption structure in high income region is the lowest.The carbon emission elasticity of energy consumption structure in middle income region is the highest.Finally,based on statistical analysis and empirical analysis,we can give some relevant policy recommendations:(1)We will insist in the path of sustainable development path and gradually transform the path of economic development to achieve clean energy and low-carbon development.(2)Improve the quality of the population,attach importance to education,train professional talents and improve the level of scientific and technological development.(3)Establish a carbon trading mechanism and set a carbon tax.(4)Develop new energy,reduce energy intensity. |
