employees,also showed a trend of rising year by year.But with the resulting,it has become a serious environmental pollution in China,not only pollute the wide range,high pollution levels,and the worst in the history of pollution degree comparable to London,smog has become a major cities away the clouds.Environmental emissions of pollutants in both enterprises and domestic enterprises,so the analysis of internal and foreign investment of our country environment pollution from the source to find the influence of the environment method has important practical significance.This paper in priority to with the second industry,and tend to labor-intensive industry.From the point of regional distribution,foreign economy mainly concentrated in the eastern coastal city with a large population of big cities,the central and western regions is less and less populated city foreign economy,foreign economic and science and technology activities mainly concentrated in the eastern analyzed the theoretical basis of the impact of environmental pollution,to find a foreign direct investment to the host country the possibility of environmental pollution,domestic pollution to local environment influence and function mechanism;Reference Copeland and Taylor(2003)and ChengBin,lu the(2012),the analysis framework to build a including exogenous environment policy and economic structure of general equilibrium model to investigate the influence of FDI,domestic pollution to the environment,the whole national production main body can be divided into domestic enterprises and foreign enterprises,from the scale effect,structure effect,technological effect and regulation effect of four kinds of mechanism,analysis the influence of FDI,domestic pollution to the environment and the influence degree,on the basis of the building in 282 cities in China in 2003-2013 industrial S02 emissions as pollution indicators,in classic Grossman and Krueger(1995)model of FDI,domestic,economic structure,environmental regulation and other variables with square and cross terms of the environment-revenue model,the 282 level in accordance with the regional characteristic is divided into eastern,central and western regions,according to the urban size is divided into three large,medium and small cities type substitution model,then the environmental kuznets curve hypothesis is tested empirically.Research conclusions show that the country as a whole,because our country between per capita GDP and environment pollution inverted "U" type,the relationship between the improvement of per capita income has decreased pollution emissions rise before;National overall samples and sample areas in the regression results,the overall effects of FDI on the environment pollution is positive,domestic capital is negative.FDI,the eastern and western regions in the country,large and small cities will lead to industrial S02 emissions increased domestic capital in the country,eastern and western regions,large and small cities will make industrial S02 emissions,but in terms of the degree,the FDI of pollution aggravate the degree of pollution emissions more than domestic capital;The economic structure and environmental regulation in most areas to adjust the action of environmental quality and not fully play out,the adjustment of economic structure is a key
