Fiscal Decentralization,Environmental Regulation And Haze Pollution

In recent years,economic development in our country has achieved remarkable results,but the achievements behind economic development has also brought a huge environmental problems.It can be said that haze pollution is not only related to motor vehicle exhaust emissions,industrial pollution,fossil fuel combustion,but also has a certain relationship with China's long-term implementation of the fiscal decentralization policy.Based on the above understanding,the paper focuses on the study of the system level.Then this paper first establishes the game model of local officials and analyzes the behavior of local officials to pursue their own interests to maximize the principle.Secondly,this paper establishes a framework for fiscal decentralization to reduce haze pollution by reducing the environmental regulation standard for local officials.The results of this paper are as follows:(1)In the background of fiscal decentralization,the government officials often attach importance to economic growth and light environmental protection.For the whole country,each 1% increase in fiscal decentralization leads haze pollution increasing by about 0.4%,and the conclusion is robust.(2)In the background of fiscal decentralization,the local officials tend to reduce the environmental regulation standard,as a result,the environmental regulation of our country has not effectively mitigated the haze pollution;(3)For the whole country,the haze pollution is casused by industrialization,vehicle exhaust emissions,coal combustion and export trade.However,the regional regression results shows that the haze in the eastern region is different from that in the western regions.The haze pollution in the eastern region is mainly caused by industrialization,automobile exhaust emissions and export trade,while the fog in the western regions Haze pollution is mainly caused by coal combustion,industrialization,automobile exhaust emissions and export trade.The conclusion is that the level of local environmental regulation is easily affected by the behavior of local officials,which has a great relationship with the long-term goal of "GDP".The behavior of local officials is hard to ensure relative Independence.Local governments have to reduce the standard of environmental regulation in order to achieve good results in local assessment.Therefore,the level of local environmental regulation is easily affected by the behavior of local officials,which has a great relationship with the long-term goal of "GDP".It is difficult for local officials to guarantee relative independence.Local governments have to reduce the standard of environmental regulation in order to achieve better results in local assessment.Then,with the data of PM2.5 which comes from satellite observations for ten years,this paper verifies the influence of fiscal decentralization and environmental regulation on haze pollution in China.On the basis of the above study,the following policy recommendations are as follows:(1)The central government should further improve the evaluation system of local governments and increase the weight of environmental quality in the government performance evaluation system so as to encourage local officials to control environmental pollution.(2)Our government should accelerate the pace of industrial and high-polluting industries should be limited.Besides we should develop a large number of pollution-free development of services.(3)Joint defense should be encouraged to pay attention to the regional to prevent the free rider between the regions nearby.
