The Study Of Environmental Risk Assessment System For Petroleum Refining Project

With the speeding up of China's economy,the petroleum refining projects has grown greatly.For the reason that refinery project production has the characteristics of flammable,explosive,toxic,and so on,the risk of toxic and hazardous substances has become a matter of urgent concern in recent years.For the frequent environmental risks accidents recently,the environmental protection department's requirements for Environmental Risk Assessment are increasingly stringent.At present,China's current Environmental Risk Assessment technical guidelines still have many problems,such as,difficult to operate,risk prevention measures are not targeted,emergency response system is not well effectively linked and associated with the area 's emergency response system,and so on.For the existing problems of Environmental Risk Assessment work and increasingly stringent demand of the EIA,on the basis of literature review and practical experience of previous Environmental Risk Assessment and Environmental Impact Assessment,combined with the current situation of Environmental Risk Assessment carried out in China and the latest requirements on Environmental Risk Assessment,referring to the current Environmental Risk Assessment guidelines and the revision situation,the construction project Environmental Risk Assessment evaluation methods and related knowledge are discussed in this paper.In accordance with the procedures of Environmental Risk Assessment,this paper takes some 10 million tons/year domestic refinery project for instance,to determine the refinery project's maximum credible accident scenarios,to predict the scope and extent of the maximum credible accident impact,to calculate the maximum credible accident environmental risk value,to evaluate the acceptability of refinery project environmental risk level,and to take a focused,targeted analysis and demonstration of the refining projects risk prevention measures to be taken,and finally put forward the preparation requirements of environmental risk emergency plans combining refining projects prediction consequences.
