Research On The EPC Management Of CPOE Jack-up Construction Project

From the view of CNPC Offshore Engineering Co.,Ltd.(CPOE),also the owner ’s view,this article puts forward improvement suggestions on problems of the company’s EPC management in construction of the jack-up.CPOE specializes in offshore drilling services;it has built 11 jack-up drilling rigs,and is building a 400-feet jack-up drilling rig.With the development of the company,more jack-up drilling rigs will be built using the EPC management model.The improvement research of EPC management in the construction of CPOE jack-up drilling rigs is of great significance to improve the construction management level.Compared with a general construction project,the construction project of the jack-up drilling rig has unique characteristics in terms of design,procurement,construction,etc.The company specializes in drilling operations but falls short of experiences in the EPC management of jack-up drilling rigs construction.Based on the research of the construction characteristics of the jack-up drilling rig and the company’s management status,the article thoroughly analyzes problems of the company’s EPC management in construction of the jack-up drilling rig,including project organization structure,management process,team building,design management,procurement management,quality management,schedule management,contract management,etc.By studying the theoretical knowledge of EPC management and with the help of a systematic thinking,this article comprehensively puts forward improvement suggestions on problems of the company’s EPC management in construction of the jack-up drilling rig;Five issues for management CPOE jack-up rig construction of EPC Management is proposed to further improve the management of EPC mode,selecting equipment procurement model,the implementation of the project matrix management model,clarify the responsibilities of management department and project team,responsibility of the project manager and engineers,and the improvement of project design,quality,schedule,contract management and other major objective,a clear main responsibility of each company the responsibility and rights,more comprehensive,targeted recommendations for improvement.
