With the gradual depletion of onshore oil,offshore oil and gas production has been attracted worldwide attention and will become more and more important.At the same time,the failure rate of submarine oil and gas pipelines in the process of oil and gas transportation has also increased dramatically.In order to get accurate assessment of seabed oil and gas pipeline failure consequence severity,get a proper disposal of accidents and effectively reduce the loss of accidents,this paper constructs the seabed oil and gas pipeline failure consequences assessment system,meantime is expected to provide theoretical support for the failure probability of the accident submarine oil and gas pipelines in our country reduce.On the basis of reading a large number of documents at home and abroad and has consulted the data of failure accidents of submarine oil and gas pipelines,this paper is based on the current situation of marine oil and gas development in china,used the set pair analysis method to evaluate the failure consequence of the offshore oil and gas pipeline,and the 5grade of failure consequence is put forward,which is based on the combination of entropy weight index.Based on the statistical analysis of the failure consequence of submarine oil and gas pipeline,the extreme value theory is introduced,and the failure consequence of submarine oil and gas pipeline is presented.The consequences of failure of seabed oil and gas pipeline hazards rapidly analyze accidents caused by the loss of personnel,equipment consequences,analysis of oil pollution caused by the leakage of clean-up costs and ecological cost,marine environmental restoration costs of long-term harm,construction of offshore oil and gas pipeline failure accident consequence evaluation system.In Bohai a major oil spill in Chengdao Oilfield as an example,using the method of set pair analysis of accidents caused by the long-term consequences of level evaluation,the conclusion and the actual consequences of statistical data are basically consistent,and were similar to other assessment methods,indicating that this method is feasible;the oil diffusion process indicated that the oil droplets(bubble)from leaking up to the sea level in the process with the passage of time,the floatingrate did not change significantly,in the continuous leaking holes under type leakage,hole leakage,big hole leakage,the leakage rate of fracture diameter were 0.585 kg/s,9.658 kg/s,154.530 kg/s,1883.421 kg/s,and the size of the leakage amount of cleaning and recycling costs a linear relationship,which is consistent with the statistical results of IOPCF database.Because of the limited time,this paper is put forward evaluation software framework structure from the theoretical level to complete the design of software system,but failed to complete the development of software,which will also be next direction and work to make research in our research team.
