Study On Evaluation Of Investment Efficiency Of Ecological Environment Protection In Shaanxi Province From PPP Perspective

In recent years, the threat of ecological environment in Shaanxi Province is becoming more and more serious, through the PPP (government and social capital cooperation) model to guide social capital cooperate with government to participate in eco-environmental protection investment, it can effectively promote the market supply of eco-environmental commodities in Shaanxi Province. Therefore, evaluate the investment efficiency of eco-environmental protection in Shaanxi Province from PPP perspective, Which not only helps to grasp the overall efficiency of eco-environmental protection investment in Shaanxi Province from the macro perspective, but also help to clarify the investment performance of the eco-environmental protection parties in the PPP mode from the micro level, and which also provide guidance for the development of PPP in the field of ecological environment protection in Shaanxi Province,and promote the development of eco-environmental protection market in Shaanxi Province.This paper studies the investment efficiency of ecological environment protection in Shaanxi province from PPP perspective, first of all, this paper summarizes the background and significance of this paper, and elaborates the related concepts and theories involved in this paper,as well as the relevant literature classification at home and abroad, which lays the theoretical foundation for the follow-up research. Secondly, this paper analyzes the investment and output status of ecological environment protection in Shaanxi province under the PPP perspective from five levels, include the development of PPP mode in Shaanxi province's ecological environment protection, analysis on the current situation of Investment in government and social capital Ecological Environment Protection, benefit analysis of integrated output of eco - environmental Protection Investment in Shaanxi Province, as well as the existing problems of ecological environment protection in Shaanxi Province. Thirdly, this paper combined with Shaanxi Province 2009 - 2014 panel data,exploring the correlation between investment and output of ecological environment protection in Shaanxi province under the PPP perspective through empirical model, and analyzes and discusses the investment of ecological environment protection in Shaanxi province from the perspective of investment efficiency and sensitivity,through the study found:?The fiscal expenditure and social capital investment of the Shaanxi provincial government have a significant positive effect on the eco-environmental protection investment environment output and economic output, while the correlation between the ecological and environmental protection investment is not significant. ?The efficiency of eco-environmental protection investment in urban areas of Shaanxi Province is quite different.Xianyang City and Yulin City are in DEA effective state every year from 2009 to 2014. The efficiency of eco-environmental protection investment in Shaanxi Province is decreasing from 2009 to 2014.? The efficiency of investment in eco-environmental protection in the Guanzhong area is relatively the highest for the government's ecological and environmental protection fiscal expenditure. The cities in southern Shaanxi are the second, and the cities in northern Shaanxi are relatively small. The efficiency of investment in ecological environment protection in the cities of northern Shaanxi capital investment is relatively high sensitivity,Guanzhong region followed by the city, southern Shaanxi cities are relatively minimal .Finally,this paper explores the path of improving the efficiency of eco-environmental protection investment in Shaanxi Province from four aspects: breaking the barriers of social capital to participate in the market of ecological environment protection, speeding up the transformation of government function in ecological environment protection, improve the social capital to participate in eco - environmental protection investment in the size and structure, strengthen the government on the ecological environment protection PPP project supervision and management.
