The World Resources Institute(WRI)report showed that 2007 "the world's largest carbon-emitting country" was China.The Chinese government has always attached importance to low-carbon development at an important moment in the economic take-off.The Chinese government has developed a lot of environmentally friendly development strategies to actively cope with climate change and incorporate low-carbon development into long-term economic and social development.The State Department also actively responded to the climate change:which is by 2020,the total energy consumption of millions of domestic production will drop by 15%on the basis of 2015 and the total energy consumption will be controlled at 5 billion tons of standard coal.Carbon dioxide emissions per unit of GDP fell 18 percent on the basis of 2015.Jiangsu Province is an important province of energy consumption in China.This paper used the "Provincial Greenhouse Gas Inventories Guide" and "IPCC 2006",together with a large number of statistical data,researching data and new-generating data and analyzed the status of GHG emission of main energy consumption sectors of Jiangsu Province in detail.Based on the study of the status of GHG emission,using the scenario analysis method,combined with the Jiangsu Province greenhouse gas emission policy objectives,this paper studied the carbon emissions sub-sector characteristics and total characteristics until 2030.Finally,this study provided low-carbon development measures for Jiangsu Province.(1)The total GHG emissions of major energy consumption sectors in Jiangsu Province increased from 558 million tons in 2010 to 736 million tons in 2015,with an average annual growth rate of about 6.38%.Among them,the industrial sector GHG emission accounted for about 90%of the province's total GHG emission,but the proportion decreased year by year,followed by the transport sector GHG emission,which was accounting for about 7%of the province's total GHG emission and the proportion increased year by year.(2)In the three scenarios,the total GHG emission of energy consumption sectors in Jiangsu Province all would maintain the growth trend.By optimizing the primary industry,secondary industry and tertiary-industry structure?improve energy efficiency and other technologies,GHG emission of main energy consumption sector would peak around 2030,which is between 0.13 billion to 0.14 billion tons CO2e,and the carbon intensity is between 82 tons per million to 89 tons per million.(3)Jiangsu Province's future low-carbon development path can be divided into five departments:optimize the industrial enterprise energy structure;control housing construction area;slow down the growth rate of car ownership;vigorously develop the modern service industry;accelerate agricultural modernization.Specific measures can be found in the body.
