Carbon dioxide produced by human activities is considered as the main culprit of global warming and extreme meteorological disasters.Thermal power enterprises as a typical representative of the energy industry,the annual emissions of carbon dioxide emissions accounted for about 40% of total energy consumption in the world,has the characteristics of high energy consumption,high emission and high pollution,is the primary object of China's carbon emissions trading.In the global cooperation on climate change has become the consensus of the international community today,especially in China,"13th Five-Year" plan to take the initiative to control carbon emissions,the implementation of emission reduction commitments as hard on the agenda,vigorously develop clean energy,the introduction of low carbon equipment,control the cost of carbon emissions has become an inevitable choice for the development of electrical power enterprises.Therefore,it is of theoretical and practical value to study the asset allocation of carbon emissions based on the thermal power industry.Firstly,this paper expounds the basic features and classification of carbon emission permits and its trading market,and the basic characteristics,methods and applicability of various asset evaluation methods.Secondly,this paper analyzes the influence of thermal power enterprises on the emission reduction technology route and cost,based on which the index system of carbon emissions trading value evaluation is established.Again,this paper selects the cost method as the basic ideas,basic methods to Putty-Clay asset evaluation model,combined with the characteristics of carbon emissions of thermal power enterprises,construct a new model to evaluate the value of carbon emissions,in previous evaluation method of enterprise per tonne of carbon dioxide into the basic method measured,is also innovative in calculation the electric power enterprises of the cost of carbon,namely fire Motor Group production and sales of 1?kWh?CO2 electricity due to sharing the costs of emissions,so that the cost of CO2 emission data comparison,more clearly the comparative analysis of the size and the relative quantity of the absolute value of the cost of carbon emissions,to facilitate cost analysis and management scientific and effective cost on the emission of CO2.According to the standard research and the empirical analysis in this paper,the CO2 value assessment model to calculate the power CO2 thermal power enterprises in China's carbon value is 182 yuan / ton,the cost of electricity is 0.04428 yuan / kWh,accounting for 92.74% of the total environmental cost,the average unit cost of electricity fire motor group 0.42%,and with the increase of utilization hours of power generation,the initial dilution of fixed cost,environmental cost accounting will further increase,according to China's Energy Bureau announced in 2013 the total power consumption of 4 trillion and 247 billion 10 million kilowatt hours of power production cost calculation,the absolute amount of carbon emission is huge,therefore,the carbon emissions as an intangible asset evaluation,accounting and the presentation at the same time the cost of carbon emissions and sewage charges as the power supply cost of thermal power enterprise's environmental cost and the traditional thermal power units together accounting and management,not only be more true Accurately reflect the composition of the cost of power supply information,but also for the thermal power enterprise asset management,cost control,production plans to provide more effective basis for decision-making.
