Reseach On The Mine Geological Environment Management Of Yuanbaoshan District Chifeng

The mining industry is the basic industry of the national economy,and it is an important material guarantee for the development of human society.In recent years,China’s rapid economic development,the country’s demand for mineral resources has also increased rapidly.However,the perennial mining has made great contribution to the economic development,meanwhile,the mine geological environment problems have become increasingly serious.More and more prominent environmental problems not only threaten the safety of life and property of the people in the mining area,but also seriously restrict the development of the national economy and society.Yuanbaoshan District,as China’s major coal producing area,coal mining has a long history,has made an important contribution to the rich coal resources for national and regional economic development,but the mine geological environment problems and to also accumulate more.This article through the literature research,the study of the advanced experience and theory about management of geological environment of mine geological environment and its relevant concepts and systems at home and abroad,field investigation of types of mine geological environment problems and the distribution of the District Land Resources Bureau,Yuanbaoshan District implement autonomous region system,policy implementation,analysis of the mine geological environment governance capital investment situation and the typical case,summed up the mine geological environment governance Yuanbaoshan experience,and found in the actual management work has encountered many problems left over by history;the lack of security funds governance;governance unclear responsibilities and inadequate staffing;lack of high rank special legal protection;propaganda is not enough;the margin deposit standard setting too low and other issues,and the reasons were analyzed,and provides a basis for countermeasures.By studying the advanced experience at home and abroad,combined with the actual situation of Yuanbaoshan District,this paper puts forward the following countermeasures and suggestions:(1)integrating multi department functions and setting up unified governance institutions.(2)strengthen the pertinence of governance plan.(3)strengthen media supervision and publicity and education to encourage public participation.(4)diversification of investment entities and channels.
