At present,coastal wetland management is dominated by a “multi-department” and “factor based” way.During its management process,the managers always focus on the interests of their own departments.Thus,the ecological integrity and relevance are not fully considered,and the whole concept of ecosystem is lacking.In the coastal wetland planning and management level,different management departments had set up the corresponding plans for their own management needs.However,due to the differences existed in the administrative jurisprudence,the planning period,the guarantee mechanism and the implementation efforts,the establishment and implementation of all kinds of these developed plans are self-contained,mutually restricted and lack of coordination,which is not conducive to the protection of coastal wetland ecosystem and biodiversity.Ecosystem management is on the basis of the understanding on the composition,structure,process and function of the ecosystem,and the adaptive management policy is formulated to protect the integrity of the ecosystem.At present,the concept of ecosystem management has not only been applied in land management,but also been carried out extensive practice in marine environmental management.Therefore,to apply the theory of ecosystem management to the management of coastal wetlands is needed.As a means to realize the coordination and cohesion of “Multiple Plans”,“Multiple Plans Integration” is to achieve the integration of planning objectives,planning areas,planning deadlines,basic data and standards without breaking through the current planning system,it emphasizes solving problems from the perspective of integration and department cooperation and is a means to realize the management of coastal wetland ecosystem.There is a conflict between the “Multiple Plans” of coastal wetlands,which is that the lack of consensus on the function of the same space in the preparation process leads to the difficulty in connecting the spatial partitions of the planning.This article put forward that the integration of the “Multiple Plans” spatial classification system of coastal wetlands can better realize the effective docking of the “Multiple Plans” and the seamless connection of coastal wetland land and sea space layout.According to the current pilot experience,“Multiple Plans Integration” proposed to set up a coastal wetland classification system which dominated by production space,living space and ecological space,to realize the layouts' seamless cohesion between coastal wetland land and sea space.Based on the previous studies on the classification of “Production-Living-Ecology Space”,this article combine the features of sea and land in coastal wetland,based on the dominant function of land,fully considered the connection on the classification of land use status,urban planning land use and sea area use,to construct a “Production-Living-Ecology Space” of coastal wetlands.This classification system is classified into three categories.The first class includes three types: production space,living space and ecological space.The second class includes eight types: agricultural fishery production space,industrial and mining production space,traffic space,living space,business service space,public management and service space,key protection ecological space and general protection ecological space.The third class is mainly a further refinement of the second class,with a total of 23 types.On the basis of the construction of “Production-Living-Ecology Space” classification system,this article further adopted the method of comparative analysis to discuss the classification of cohesion of the land use,urban land,marine function zones and “Production-Living-Ecology Space”.In the case study,the “Production-Living-Ecology Space” classification system was applied to the study of the spatial layout of the “Multiple Plans” of the coastal wetlands in Dongshan bay.It discussed the cohesion of the overall planning of the land use in the three counties around Dongshan bay,the functions of the Marine functional area in Fujian province,the connection of the marine ecological red line in Fujian province and the “Production-Living-Ecology Space” classification system of the coastal wetland.By using the merging classification and remote sensing image method,we converted the overall planning of land use,the division of marine functional area in Fujian province and the spatial division of the sea ecological red line in Fujian province into “Production-Living-Ecology Space” categories.Then,we made a comparative analysis on the spatial distribution of coastal wetland in Dongshan bay by using GIS superposition analysis method.The results showed that the conflict are of the “Production-Living-Ecology Space” layout of the marine functional area and the “Production-Living-Ecology Space” layout of marine ecological red line was 4703.77 hm2.The major performance is the conflict between the ecological space in the production space of the marine functional area and the ecological red line area,which area was 4459.75 hm2;The other part is a conflict between the living space in the ocean functional area and the ecological space in the ecological red line area,with area of 244.02 hm2.The land use plan in Yunxiao County has a conflict with the ecological space in the red line of marine ecology,and the spot area of the conflict is 446.7 hm2.In view of the conflict graph spot and dealing with it by following the principle of ecological priority,we ultimately achieve the cohesion of the layout of the sea and land space in coastal wetland in Dongshan Bay.
