Deepwater drilling accidents have the features of low probability but serious consequences,making the enterprises would love to take the risks of being punished for the potential profit.Government filling the roll of his,the risks of deepwater drilling can be reduced effectively.Based on the 2012 State Administration of Work Safety(SAWS)Key Control Technology Projects for Work Safety Major Accidents “Risk management and emergency technology for deepwater drilling in the South China Sea”,the study on the construction and application of safety regulation system for South China Sea deepwater drilling is conducted to make the safety regulation system better.1.Comparative study for the deepwater drilling safety regulatory systemThe similarities and differences in the regulatory system of China,United States,Britain and Norway are analysised comparatively from four perspectives: regulation settings,institutional settings,regulatory rigime and regulatory bodies.Four conclusions are made.Firstly,China needs to develop risk-based regulatory system.Secondly,institutional settings of the four nations are basically the same.Thirdly,there is an inherent conflict in the current regulatory system and regulatory rigime,needing to further improve the harmonization of legal system and regulatory rigime.Fourthly,the various regulatory bodies participate in a high degree,needing a further research for the management of the regulatory bodies.Finally,the dilemma and countermeasures of China's deepwater drilling safety regulation system are discussed.2.Study on the risk indicators for deepwater drilling in South China SeaThe risk indicators for deepwater drilling in South China Sea is selected based on the information about risk indicators in USA,UK and Norway,combined with the research results of scholars at home and abroad,as well as the actual situations in the South China Sea.12 major risk factor indicators are selected via analysising of the South China Sea deepwater drilling risk.25 risk event indicators are selected via analysising of the major risk event of deepwater drilling in South China Sea.29 critical safety barrier indicators are selected via analysising of security barrier elements of deepwater drilling in South China Sea.3.Study on regulatory mechanism of deepwater drilling in South China SeaThe framework of Safety regulatory system of deepwater drilling in South China Sea is built from personnel risk,equipment risk,technology risk,material risk,environmental risk,management risk and the regulation of well control risk was given as an example.Network governance mode for multi-regulatory body management mode is built based on the network governance theory.The static game model is established among the government,enterprises and the third parties to discuss the problems of the involvement of the third parties.The conclusions are: It is necessery to have the third parties involved.The humanistic care organization should be involved.The income of the third parties should be controled strictly,which can prevent the third parties from participating in the game effectively.4.Assistant software development for deepwater drilling in South China SeaAssistant software of deepwater drilling in South China Sea is developed based on the ACCESS database and C++ programming software.The demands of the software are analysised,finding that functions of information sharing,dynamic updating,statistical analysis and system management should be included.Then,the database and detailed functions are designed.
