As a kind of renewable energy,Hydropower plays a vital role in China's economic development and energy distribution.Actively developing hydropower projects,not only water supply,irrigation and aquaculture,but also improve the river water and flood control capacity,strengthen soil and water conservation,governance stains,shipping and other functions.However,with the hydropower construction efforts continue to increase,the impact of the basin ecosystem also increased,the environmental problems have become increasingly prominent.Most of China's hydropower projects remain in the Environmental impact assessment before the project approval,and the evaluation mechanism of ecosystem health is also shortcomings,especially in the hydropower project operation period of the river basin ecosystem health evaluation and management standards and systems are imperfect.Therefore,the evaluation of ecosystem health in hydropower development watershed and the management of hydropower development basin are urgent problems and attention.As a new research field,the research theory and method of watershed ecosystem health are not yet mature.In particular,it has not yet formed a complete theory for the evaluation of ecosystem health in hydropower development watershed.In the evaluation method,index selection,evaluation standard,model At present,there are many defects in the establishment of the management system of hydropower development in China,such as the imperfect watershed management technology,the imperfect monitoring and warning system,and the lack of hydropower development basin related to the development of hydropower development basin.Legislation,management technology,and so on.In this paper,the "hydropower development basin ecosystem" as the research object,to study the hydropower development of the ecosystem health status of the status quo as the starting point to the Jialing River in Sichuan hydropower cascade development basin as the object of evaluation,the hydropower development of the ecosystem health assessment theory and methods This paper uses the PSR evaluation model framework as the basis,uses the analytic hierarchy process to determine the index right,and develops the hydropower development watershed ecosystem health system by using the research of the river health evaluation system at home and abroad.Divided into "health,health,sub-health,unhealthy,morbid" 5 evaluation level,the establishment of hydropower development watershed ecosystem health evaluation system.The evaluation and analysis of the hydropower development basin in the Jialing River in Sichuan Province is carried out to verify the rationality of the evaluation system established in this paper.The watershed is divided into the upper,middle and lower sections respectively,and the fuzzy comprehensive evaluation method is established.Through the principle of membership degree,the ecological health of the Jialing River in Sichuan Province is evaluated,that is,the ecological health of the study area is sub-health State,of which the upper section is healthy,the middle section of the lower sub-health,through the conclusion analysis to verify the rationality.This paper explores the management method and management mode of hydropower development watershed.Considering the shortcomings of watershed management in watershed management,monitoring and early warning,relevant legislation and technological innovation,this paper has established a set of management systems including target management system,governance technology system,monitoring and early warning system,legal and policy guarantee system and administrative system.Aspects of the hydropower development basin integrated management system.
