Environmental Performance Assessment Study Of Guangxi Ecological Construction

In recent years,with the deepening of ecological civilization construction,the-environmental pollution control investment of China increased sharply year by year.Environmental Assessment is a technical means which assesses environmental input-output and environmental management effectiveness,by indicator selecting,data collection,calculation and analysis.It can evaluate the environmental management effectiveness and the achievement degree of environmental objectives quantitatively,so as to guide and promote the improvement of environmental policies.Regional environmental performance assessment is to evaluate the effectiveness of regional environmental management,analyze the change of environmental condition and the completion degree of environmental objectives,and put forward the key work of environmental protection,which based on regional environmental policy and objectives.Guangxi made a major decision in the construction of ecological province(region),issued a series of supporting policies,and strive to become a national demonstration area of ecological civilization.In order to evaluate the environmental performance of the ecological construction in Guangxi since"11th Five-Year",the "pressure-state-response" model was adopted to construct environmental performance assessment index system of Guangxi ecological progress,including resource utilization and pollution control,environmental quality,ecosystem vitality,and environmental governance.The environmental performance index(EPI)of Guangxi from 2006 to 2013 was measured,and analyzed combining with the ecological construction and environmental protection during this period.The results indicated that the EPI of Guangxi was low in 2006,especially in resource utilization and pollution control,environmental governance.Considerable progress had been achieved in environmental protection,and the EPI continued to rise significantly during the"11th Five-Year" period.After 2011,the key work of environmental protection achieved new progress,performance of resource utilization and pollution control remained steady growth,but some accumulating environmental problems began to emerge,performance of environmental quality,ecosystem vitality and environmental governance showed some fluctuations,the EPI maintained modest growth,but the increase was lower than the "11th Five-Year" period.Nanning is the capital city of the Guangxi Zhuang Autonomous Region.In 2010,Nanning strive to build the demonstration area of ecological civilization firstly in Guangxi.As an important part of Guangxi ecological civilization demonstration zone,this paper also evaluated the environmental performance of the ecological construction in Nanning city since 2010.The results indicated that,in 2010-2012 Nanning accelerated the construction of ecological city,considerable progress had been achieved in environmental protection,and the EPI continued to rise significantly.After 2013,with the rapid development of industrialization and urbanization,the pressure on environment increased gradually,some environmental problems began to emerge,although the EPI still remaining at a high level,but showed some fluctuations.
