Study On The Environmental Pollution Gradient Transfer Of Industry And Its Influence Factors

With the advancement of industrialization,the construction of industrial zone,investment work and the construction of industrial park have gradually been widely carried out.The current hot issue concerned by the government and academia is how to better and faster attract investments,and actively undertake the industrial transfer from abroad and developed areas to achieve economic take-off,so their research mainly focus transfer positive effect on the upgrading of industrial structure and economic development in the industrial gradient transfer.However,a fact is covered in this background:the environmental pollution gradient transfer is being carried out under the guise of gradient transfer of industries gradient.Because of the pollution transfer and industry transfer mixed together,the problems have not been sufficiently paid attention to and in-depthly studied.The scientific problem of this study is to explore the gradient transfer of environmental pollution in the name of industrial gradient transfer.The innovation of this paper is to separate environmental pollution gradient transfer from the gradient transfer of industry,and to explore the definition of environmental pollution gradient transfer.This paper proposed a new method of three step test:first,significant test of general trend of a regional pollution status;second,significant test of the relationship of capital attracted and the environmental pollution;third,analysis of factors influencing the environmental pollution gradient transfer.This paper uses provincial level pollutants emission data to carry out empirical research,analyzes the influencing factors and consequences.The study finds that in the eastern region,environmental pollution gradient transfer was formed in Hebei from 2000 to 2006,the main pollution components was exhaust gas(exhaust gas accounted for 22.6%,wastewater accounted for 77.4%,according to the pollutant equivalent value calculation,the same below);in the central area,Shanxi(wastewater accounted for 11.2%,exhaust gas accounted for 88.8%),Anhui(wastewater accounted for 22.4%,exhaust gas accounted for 77.6%),Jiangxi(wastewater accounted for 17.3%,exhaust gas accounted for 82.7%)and Henan(wastewater accounted for 21.2%,exhaust gas accounted for 78.8%)have formed the environmental pollution gradient transfer from 2000 to 2011;in the western area,Inner Mongolia(wastewater accounted for 10.4%,exhaust gas accounted for 89.6%),Qinghai(wastewater accounted for 17.9%,exhaust gas accounted for 82.1%)and Ningxia(wastewater accounted for 25.4%,exhaust gas accounted for 74.6%)have formed environmental pollution gradient transfer from 2000 to 2011.The pollution intensive industry is a very important factor of a region pollutant emissions rising.The investment policy in a certain extent,plays a positive role on an area becoming the environmental pollution gradient transfer,while environmental access measures and environmental penalty measures play a negative role on an area to becoming environmental pollution gradient transfer in a certain extent.Government needs to make strategic EIA before industrial parks or development zone constructed,dividing prioritized development zone,controled development zone,restricted development zone,prohibited development zone.Government should not attract capital process at the expense of the local environment as bait,letting "investment attracted"become into "investment selected";at the same time,to strengthen environmental monitoring of pollution intensive industries,earnestly implementing the "three simultaneous" system;government departments need to set environmental access measures and environmental penalty measures suitable for the local economic development level in the process of attracting investment;to improve the ability construction of controlling pollution transfer from two aspects of hardware and software technologies;to establish and improve the ecological compensation mechanism.
