Pure GDP oriented "extensive" economic development lead to increasingly serious environmental pollution in our country. If only rely on the growth of the traditional power, our country is bound to face the state economic growth slows, with the current economic development mode. Of course, slower economic growth is not all bad. From the perspective of the history of economic development, the underdeveloped countries in a certain stage of economic development, there must be the process of rapid economic growth. In 2014, the backward countries economic growth reached 6.3%, the average growth rate of developing countries reached about 5%, but the growth rate of economic development in developed countries only 1.7%. This is because the gap between less developed countries and developed countries in the allocation of resources efficiency and in the productivity of science and technology, lead to the economic development of poor countries as long as increasing the basic factors of production such as capital. energy and labor input can achieve rapid development:For developed countries. the increase of factors of production input is not feasible, economic development must be achieved through the total factor productivity growth. Under the new situation of China's current economic development. only to find a new growth impetus to achieve the total factor productivity can ensure the sustainable development of China's economy. Our government work report also pointed out that for the first time in 2015 to improve total factor productivity is a key step in achieving input type economic growth to the efficiency type growth. Under the condition of resource consumption and output seriously unbalanced, the research on the efficiency of China's economic growth is of great significance. At the same time environmental issues has caused the national attention and The relativity analysis of environmental pollution and economic growth potential efficiency worth exploring.This paper is based on the related theory. Firstly, it calculates the provinces of our country environmental pollution comprehensive strength index, environmental factors as explanatory variables into economic growth efficiency and total factor productivity measurement framework, then measure the static efficiency of economic growth under the restriction of environment and dynamically describe the efficiency of economic growth total factor productivity,based on the slack variable SBM function and the characteristics of GML productivity index; On the basis of calculation results, this text studied the mechanism how the convergence of the provinces in our country economic growth efficiency and the production input elements influence the total factor productivity mechanism. The contributions of this paper are as follows:First, this paper constructs environmental pollution intensity of composite index of the provinces in our country through the entropy value method theoretical, and put it as the environmental constraint factor into the economic growth efficiency and total factor productivity analysis framework. On whether to join the environmental pollution intensity comprehensive index as the expected output in both cases, based on SBM directional distance function to measure efficiency of economic growth, of the eight major comprehensive economic zone and the provinces of China, and construct the efficiency index of variation to show the difference between efficiency of economic growth and efficiency of restrained economic growth without considering environmental factors; finally, test in both cases, respectively, the convergence of the efficiency of China's economic growth. The study found that in China environmental pollution intensity of provinces have the overall downward trend over time; between 2007 and 2014, the environment pollution intensity in the top three provinces are Hebei, Shanxi, Shandong province, not subject to environmental constraints on the growth rate of average value is higher than the environmental constraints of the efficiency value, but their overall showed rising trend, analysis of the eight regional economic growth efficiency show that southern coastal and eastern coastal areas of economic growth efficiency performs best, regardless of whether or not to consider the environment or not, and headed by Liaoning, Heilongjiang and northeast economic zone fared the worst. From the provincial perspective, the mean variation of the three biggest provinces is Anhui, Liaoning, Hubei.It is largely due to its industrial structure is a traditional resource-based industrial energy, raw materials; Its characteristic is that its level is relatively low, that its pollution emissions is wide, that its infrastructure is old and that its promotion of environmental protection is not enough. Under the restriction of environment efficiency of China's growth is convergence;this phenomenon show that initial growth of underdeveloped areas efficiency growth is generally higher than that of developed areas, that the differences in the levels of development will eventually dissipate over time, and that Each province economic growth efficiency of growth also will reach agreement.Second, according to the direction of distance function and global Malmquist-Luenberger index theory, with the environment pollution constraints, all provinces in China's of total factor productivity changes rate (ETFP) was measured in this paper, the results indicated that:in 2007-2014 years, China's total factor productivity change rate fluctuates during the sample period, but increases as a whole. In the 2008-2009 ETFP to be locked into a downward spiral, China's total factor productivity fell 3.2% are being represented directly. The mainly reason maybe resulted by the outbreak of the global financial crisis in 2008, appeared reduced national income, consumption shrink, slow down the speed of money flow, economic recession and other a series of negative issues, the economy in 2009 appeared downturn,to shock it back to life. A series of economic stimulus plan be put into force, making 2009 to 2010 annual TFP rise sharply, afterwards, ETFP growth speed will slow down year by year. From a regional perspective. the total factor productivity in Northeast China more than the average has reached 12.6%. the northern coast of up to 8.6%, the middle reaches of the Yangtze River and the eastern coastal average rose more than 6%, but the total factor productivity of Northwest China showed a downward trend. From the angle of the provincial level, sixteen provinces and cities' total factor productivity be improved. Shanghai, Beijing. Jiangsu pure technical progress rate is relatively high, technological progress to promote the typical representative of the economy; Sichuan. Jilin, Shanxi, and other pure efficiency change reached more than 10%, and the scale efficiency is to promote the typical representative of the economy; Each change index rate of Tianjin are similar and about 5%, but the total factor productivity is relatively high, Tianjin can be viewed as a typical of the integrated promotion. In the end, under the condition of the environmental constraints, this paper studied the influence factors of TFP in China. The results show that the labor and energy consumption have a great effect on the environmental constraints of TFP. But research and experimental development (R&D) have a great promotion. The main reason is quite likely the R&D investment can promote the development of science and technology, technology innovation, the upgrading of machinery and equipment to speed up the progress of science and technology. The final performance is the efficiency of economic growth in China has been greatly improvedIn conclusion, environmental pollution constraints have a significant negative impact on the efficiency of economic development in China. The traditional increasing way with the characteristics of high consumption, high emission and low efficiency makes the resource difficult to continue and causes environment hard to bear. As this occurs, we should see the most effective ways for China's sustainable economic growth are increasing environmental protection and promoting scientific and technological progress and improving the efficiency of resource allocation.
