State in the "environmental protection" in 12th Five-Year "planning" which clearly pointed out that the soil environmental protection is of great significance, as soon as possible to implement the key areas of contaminated soil remediation work. Hunan Province has always been dubbed the "land of fish and rice" and "non-ferrous metals town" reputation. However, due to the rapid development of economy, industrial and agricultural land use scale gradually expanding, is rich in heavy metals of various types of material through a variety of ways to penetrate into the soil and, eventually, to change the soil of the original structure of matter, formed a heavy metal pollution. Statistical results show that Hunan Province all suffer heavy metal pollution of soil in Xiangjiang River Basin of places of origin of agricultural products of nearly 8 million square kilometers, severe pollution in the area accounted for about 16% of the total pollution area; moderately polluted about 2.6 million square kilometers, accounting for 33%; slightly polluted more than 4 million square kilometers, accounted for 50%. Thus, the prevention and treatment of heavy metal pollution is imminent.This paper is based on the background of Hunan Province as the research object to study the pollution control of heavy metals in cultivated land. In this paper, we first introduce the and the topics related to the concept, and then studies the cultivated land in Hunan Province; soil heavy metals pollution status and the main source of the pollution, through the examples of two field surveys, the Dongting Lake area and Hunan Province Changsha County, of arable land in our province pollution characteristics of heavy metals were analyzed. By drawing on the experience of the advanced countries in terms of soil environmental protection, combined with our existing soil environmental protection policy, and finally put forward the Hunan Province farmland soil heavy metals pollution prevention and control policies, mainly includes two aspects:the establishment and improvement of the cultivated soil pollution prevention system and strengthen the farmland soil pollution control and management.This paper is divided into six parts. First of all, a brief analysis of the research background and significance, and then introduced the relevant areas of domestic and foreign research, etc. The second part introduces the current situation and characteristics of the heavy metal pollution of cultivated land in Hunan Province, to analysis the causes of heavy metal pollution in the province. The third part introduces the existing land protection policy in China. The fifth part is based on the conclusion of the first four parts, in-depth analysis of the relevant countermeasures of the management of heavy metal pollution in Hunan Province, and pointed out some implications for the future of heavy metal pollution control. The last part is the conclusion.
