The exploitation of mineral resource can bring great economic benefit. At the same time, series problems occur, such as land discarding, land waste and eco-environment deterioration. These years has witnessed a great increase of the number of land discarded by factories and mines due to the rapid industrialization. As a result, the reclamation policies and withdrawing mechanism of land discarded by factories and mines have become the research focus. Putting forward the perfect reclamation policies and establishing the sound withdrawing mechanism of land discarded by factories and mines are in great urgency.Putting forward the perfect reclamation policies and establishing the sound withdrawing mechanism of land discarded by factories and mines are two main points of this essay. Firstly, literature summary, system analysis and other methods are adapted to induce the problems existing in the process of land reclamation of discarded and mine land. Based on the problems, the essay points out that perfecting the relevant laws and regulations, increasing restoration standard of ecological environment, accelerating the transition of land industry, promoting public participation should be emphasize.The withdrawing mechanism of land discarded by factories and mines comprises the design of the withdrawing path and other relevant encouraging, guarantee, supervise measures. Initially, the essay analysis the barrier factors of withdrawing land discarded by factories and mines, and then put forward some suggestions.
