As an important means of environmental management, the importance of environmental law enforcement in the aspect of environmental management is increasingly outstanding. But, our country’s environmental law enforcement supervision still exist insufficient, policy implementation does not reach the designated position, and formal. We need to optimize the environment law enforcement system and strengthen environmental law enforcement to promote the development of environmental protection. On other hand, the comprehensive development of society needs to balance the environmental interests. The government’s control of enterprises, as a result, ought to improve the environment and make the public environmental interests come true, so the public is the ultimate beneficiaries of the environment law enforcement. The implementation of public environmental rights and interests are needed to realize not only by the government law enforcement measures, but also by the public environmental rights and interests infiltrating into the specific environment of law enforcement. The participation of the public, in accordance with the law by direct or indirect way, is supervising and assisting the environmental administrative law enforcement and restricting the destroyer of environmental pollution to realize environmental protection purposes. Just rely the government on protecting environment is not enough, our country needs to explore and set up mechanism and system to promote public participation in environmental protection, construct environmental protection platform to let public participation involved in, fully mobilize the enthusiasm and initiative of public participation in environmental protection, play an important role of the public participation in environmental protection, improve environmental performance.This study will focus the problem of environmental law enforcement and public participation on environmental impact. In the system, on the basis of combing the relevant research results, it analyzes the relationship of environmental law enforcement, public participation and environmental performance. And in accordance with analyzing the law enforcement data of Jinjiang Environmental Protection Bureau, we find the region environmental law enforcement, public participation and the environmental performance have positive correlation, and point out the present situation of the region environmental law enforcement, public participation and the environmental performance, analyze the problem and deficiency of the region law enforcement and public participation in environment. Finally, the target is to put forward the optimizing measures about environmental law enforcement and public participation in environmental protection, which is not only to innovate in theory, also provide reference for policy making.
