Natural Disasters And Disaster Relief Measures Taken By The South Banner Of Ordos Left Wing-In Guang Xu And Xuan Tong Years

During guang xu, xuan tong years in Qing Dynasty, Suiyuan and Ordos areas frequently suffered from natural disasters affected by extreme weather, and including the south Banner of Ordos left wing was included. To clarify the types of natural disasters, major disasters, effects, disaster relief measures taken by the Jasagh of the Banner and their characteristics and the result, the author therefore wrote this paper.The author first introduced the social and economic changes of the south Banner of Ordos left wing. On this basis, the author studies and clarifies that the Jasagh taking the relief measures against natural disasters caused by the extreme weather was an essential step. Mongolia's Government Archives provide irreplaceable historical texts in this study.This thesis consists of a preamble, the main body, conclusion and references. The main body is divided into four chapters. Based on "The Nationwide Records of Qing Dynasty", "A Note of Mongolian Nomadic Life", and "The History of Qing Dynasty", the author in the first chapter overviews the origin of Yekejoo League and its climatic conditions, the geographic location and political system of the south Banner of Ordos left wing, and described the social and economic changes of the south Banner of Ordos left wing in the Qing Dynasty. The second chapter focuses on the natural disasters that the south Banner of Ordos left wing suffered and their influence on social economy of the south Banner of Ordos left wing during guang xu and xuan tong years in Qing Dynasty. In the third chapter, the author analyzes the various disaster relief measures taken by the south Banner of Ordos left wing during guang xu and xuan tong years, narrates and analyzes the main relief measures in archives records, including reclaiming no man's land in southern area of the Banner to relieve the victims, organizing donations and making roster of affected people, rewarding meritorious officials in the relief, stopping border inspections, seeking government relief fund, distributing food of the Reclamation Bureau to affected people, and relieving people in the posts. The author in the fourth chapter discusses the features, problems and results of the relief measures taken by the south Banner of Ordos left wing.The conclusion sums up the paper, and the archives, works and other literature are listed in the references.
