Hun River in Fushun as the stretch of the upper reaches of the river,the water quality status not only affects the Fushun sustainable development,also produces influence on downstream water function of Shenyang.By calculating the water environmental capacity of Hun River in Fushun,carrying out the investigation of pollution sources and water quality monitoring,pollution load verification and water quality evaluation.On the basis of the Hun River in Fushun point source,non-point source water pollution load contribution rate to do the total pollution load allocation in a basin,according to the distribution principle of emission permits,realized the distribution of pollution load and indirect discharge source in the drainage basin,at the same time develop a plan for the distribution of pollutant discharge permit based on the total capacity control,to provide scientific basis for the environmental protection department implement the sewage permit system.The main results of this paper are as follows:Doing the water quality monitoring about normal water period and low water period for 12 monitoring sections of Hun River in Fushun.COD,NH3-N,TN,BOD5 and TP five indexes of water quality were evaluated by using the single factor index method.Dahuofang reservoir and its tributaries upstream Hun River water quality are good,have reached the goal of water quality ecological function area.The water quality in Fushun section of the Hun River is poor,especially Oujia he,Haixin he,Jiangjun he Guchengzi he and Lishi he.Combined with the water quality evaluation results,the selection principle of pollution indicators and environmental management requirements to determine the key control factors are COD,NH3-N.According to the 2013 environmental statistics,the Hun River in Fushun point source pollution load was approved by statistical method,surface source pollution load was checked by the method of hydrologic partition.The results show: COD,NH3-N point source pollution load into the Hun River in Fushun was respectively 4049.53t?372.86 t,in which the industrial point source pollution load into the river was 1246t?90.17 t,the urban life pollution load into the river was 2803.53 t,282.69t;COD,NH3-N surface source pollution load into the Hun River in Fushun was respectively 3008.16t?118.34 t.Point source COD,NH3-N contribution rate was respectively 57.38% and75.91%,the surface source COD,NH3-N contribution rate was respectively 42.62%and 24.09%.According to the characteristics of Hun River,water quality objectives and river discharge,using one dimensional steady water quality model and linear programming model,in accordance with Hun River Water quality protection target of three stage water ecological function regionalization to calculate the water environmental capacity.The computational results show that COD water environmental capacity of Dahuofang Reservoir upstream Hun River in Fushun was1868.61 t,NH3-N was 49.68t;COD water environmental capacity of Dahuofang reservoir downstream Hun River in Fushun was18480.04 t,NH3-N was734.25 t.COD and NH3-N distribution quantity of direct emission source in Fushun Qingyuan Manzu Autonomous County control unit was respectively 173.78 t and12.52 t,COD reduction rate was 6.13%.COD and NH3-N distribution quantity of direct emission source in Fushun Xinbin Manzu Autonomous County control unit was respectively136.87 t and 15.23 tCOD reduction rate was 3.94%.COD and NH3-N distribution quantity of direct emission source in Fushun County control unit was respectively 0.79 t and 0.079 t,COD reduction rate was37.3%.COD and NH3-N distribution quantity of direct emission source in Xinfu District control unit was respectively 3705.47 t and 344.88 t,COD,NH3-N reduction rate was respectively 0.44%,0.064%.
