Ecological Migration Policy In Yulin City: Reasons, Present Situation And The Effect Evaluation

Yulin City,Shanxi Province,is located in the Loess Plateau,where the landform is coverd by ravines.The climate was dry with little rain.Most people there is poor,and natural environment is very bad.So farmers' production and daily life is difficult.To protect ecological environment and reduce poverty,Yulin government launched the ecological immigrant project in 2011.The ecological immigrant project has achieved good economic and ecological effects,but in the immigration process,there have been some problems in implementation due to the design and implementation of partial policies which didn't consider the actual situation of the farmers.This paper collected the eco-migration data from Bureau of Statistics,the poverty alleviation office in Yulin city and Shenmu county,including the types,relocation time and sites of eco-migration.This paper uses the method of summary,induction,classification and comparison and so on.I analyse the causes of eco-migration,including natural,economic and social reasons.This paper mainly analyzed the presentsituation of ecological migration in Yulin city,including the background of ecological immigrant,patterns of migration and relocation,compensation mechanisms and the principle of immigrants.This paper also pointed out the problems in the relocation process,like inconsistence of policies,slow development of follow-up industry,backward ideas of immigrant people and low government grants.This paper evaluate the effects from three aspects: economy,ecology and society.Through the study on ecological migration in Yulin city,I found that people's income,the environmental quality and population quality have improved after the eco-migration.The study found that the main reason for Yulin's ecological migration is due to bad ecological environment and poverty,of course,there are also some social causes.Overall,immigrants moved in the economic,ecological and social three aspects have achieved obvious benefits.Yulin city economy after the immigration,gross domestic product increased,the growth of the income doubled,happiness boost.Immigrants moved to reduce the pressure of population on land,and alleviate the increasingly tense the relationship between human and environment,for the ecological restoration and reconstruction.The government should formulate more preferential policies for the relocation residents,making them worry-free.They should also appropriately raise the standard of migrants' subsidy,transform the way of subsidy,increase investment in infrastructure construction of immigrant communities.So that the government can promote the combination of immigration and industry,improve the residents' income and promote the economic development of the relocation communities.
