Analysis On The Development And Change Of The Index System Of Ecological County

With the progress of the times and development of the society, requirements on the ecological environment are increasingly higher and the influence of the agricultural environment on the ecological environment is increasingly prominent. Besides, the contradictions between the agricultural economic development and the natural environment are increasingly acute. In the economical and social development process, many agricultural environment problems occur and such problems restrict the strategic target of building a new moderately prosperous and harmonious society in our state, and construction of the ecological counties is trying to solve this problem. Actually, construction of the ecological county, ecological city and ecological province is the guidance to construction of the ecological environment. As the ecological county, each index is the important symbol to test the ecological civilization so this study based on the specific indexes under the ecological civilization has very important significance. Index means a digital response to the specific characteristics of the things. According to the different functions, index can be divided into the quantitative index based quantity and the non-quantitative index based on qualitative nature. The index system of the ecological county in our state is compromised by three subsystems of ecological development, ecological environment protection and the social progress. The trial construction index was prepared in 2003, and it was modified for twice in 2005 and 2008.Change of the index system explains the development and evolution process of the ecological counties in our state. On the ecological environment level, the national requirement weight on the construction of the ecological counties has always been in the relatively important position. In the early construction index of the ecological counties, economic development is in the first place, a little more important than the ecological environment. With the advance of the society and the economic development, the ecological development and the ecological environment are equally important significantly more important than the social progress.As the county obtaining the title of the national ecological county, the development progress as well as the status of economic, ecological and social development of Langxi County represents the results of the ecological county construction at the present stage of our state. Ecological county construction in Langxi County of Anhui Province was selected as the research sample based on the specific index of the ecological county development. Analysis was carried on the relevant mechanism and the index change of the ecological county construction in Langxi County so as to research on the strategy of the ecological county development in our state. Establishment of the environment protection mechanism in the ecological counties, reasonable use of the resources and acceleration of the ecological county construction and development have the important reference significance on the development and evolution of the ecological counties in our state. By researching the analysis on the construction index of different levels of ecological counties in Langxi County, the development and evolution trend of the ecological counties in our state and the deep economic, social and ecological reasons behind can be found. The basic principle of the change in the ecological construction index system is concluded by comparing the ecological county construction index system for three times in our state and referring to a large quantity of the relevant data and research, and the certain problems existing in the aspects of guidance direction, action target and theoretical guidance of the ecological county development at the present stage are found; in addition, the reasonable development trend is predicted based on this.This paper contains the main content in six aspects. Chapter 1 is introduction, summarizing and expressing the significance of the ecological county construction as well as the research related to the development and evolution of the ecological counties in our state. The research content is stared mainly with the literature method and the comparative analysis method. The main body begins from Chapter 2, illustrating the theoretical basis used in this paper. In Chapter 3, analysis on the research and status of the ecological counties at home and abroad is stated combined with the data literatures. Chapter 4 explains the constitution, change as well as the change reasons of the index system of the ecological counties in our state. The development and evolution progress as well as the construction results of the ecological counties in our state is illustrated with Langxi County as the example in Chapter 5. Chapter 6 puts forward the problems existing in the development of the ecological counties at the present stage in our state as well as the perdition on the development trend of the ecological counties at next stage, by analyzing the change in the index system and the construction development of Langxi Ecological County.
