| At the beginning of 1940 s, western developed countries adopt the form of bases are concentrated in the petrochemical park, marking the initial formation of the chemical park mode, and set off a wave of worldwide chemical industry park construction. Due to the complexity of the chemical process, the aggregation a large number of hazards and other reasons, the consequences of chemical accidents are more serious than others commonly.Therefore, the security problem chemical industry park has become a hot issue in the world today, the research on chemical park emergency rescue is endless, and the collaborative emergency rescue which is a new perspective of emergency rescue becomes the focus of research.From the system perspective of chemical park emergency rescue with the synergy system, chemical park emergency rescue’s mechanism and model of collaboration are analyzed. It shows that the overall emergency rescue coordination of the park is determined by its internal subsystems and itself ordered and cooperative.This paper is based on collaborative mechanism to build emergency rescue co-evaluation system of the chemical park and measure the prevention, preparedness,response and recovery of the emergency rescue system by the coordinative computing model of the order parameter. The degree of coordination reflects the materials, technology,personnel and funds that inside the emergency rescue system based on the parameters of these aspects become to be an orderly process. Finally, we evaluate the level of the collaborative emergency rescue combined with the specific circumstances of the park. The results show that the overall emergency response collaboration of the park is the lower level and need to be further optimized to achieve the chemical park emergency rescue comprehensive synergistic effect. |
