With information technology plays an important role in promoting sustained and rapid development in the field of systems engineering, system engineering is experiencing great changes, specific issues are no longer confined to a single system framework, this has led many organizations to integrate the system together in order to obtain a ability that can't be obtained by any system independently in the short term, and the word "system of systems" is applied to this kind of problem is becoming more and more common.. The complexity of the problems faced by policy makers such as government and enterprises is increasing, the traditional system analysis method can't meet the needs of the system decision maker, so the new system engineering analysis method is needed to adapt to the complex interaction of the system of systems.This paper takes the system of systems as the research object, first, try to define the related concepts of the system of systems,give different definition of different researchers in different fields, characteristics the system of systems from two aspects,the internal hierarchy and category, introduce seven basic properties of the system of systems-management and operational independence, geographical distribution emergence, evolution, network type, heterogeneous, cross domain and four basic characteristics system of systems-- component system independence, loose coupling, emergent behavior and plug and play, In the face of the complex dependence, the possible existence of cascading effects of faults and the dynamic evolution of the system interaction of the internal system of systems, considering the internal physical redundancy and functional redundancy, establish the framework of system of system capability evaluation, using the improved function of network analysis to assess the capability of the system, divide the system capability assessment into three layers, the bottom nodes represent single function system or multi-function system of internal functions, These functions and systems are called system level capabilities, system level interdependence ability to achieve the system of systems level capabilities, and use theimproved function relies on the network analysis to evaluate the ability of the system.. Finally, take the Littoral Combat Ship system of system as an example, using MATLAB simulation, analysis the change trend of the capacity of the system of systems with the capacity of single system in static state,get the importance index of internal system by fitting the curve, measure the importance of the internal system; considering the internal redundancy, functional dependencies, dynamic evolution and other characteristics, in the face of the possible loss and failure of the system of systems, carried out the dynamic evaluation of the system of systems capacity.
