The standard model (SM) is a very successful model in describing physics below the Fermi scale and is in good agreement with the most experiment data. However, the nature of the higgs particle is still to be studied. Since mass of the top quark is large, and it's interaction with higgs is the largest in the SM, thus top quark is regarded as a probe in searching new physics. Currently, anormalous Wtb couplings have already measured directly at LHC at tree level. In this work, we will evolute the effect of the anormaly on the rare B decays in extension of the SM:? Present all anormalous couplings related to the third generation quarks need-ed in calculation of rare B decays;? Present a detail one-loop correction calculation for the b ?s?(*);? Calculate ratios of the inclusive decays b ?s?,b ?Xsl+l-,l e,?, exclusive decay Bs ??+?-, and Bs0- Bs0 mixing. We also present the new physics effect numerically;? We find at first time that unlike to the inclusive decays, Bs??+?-, and mass difference of Bs0-Bs0 system, depend only on two anormalous parame-ters, and they give more stringent constraints on the parameters than those obtained via top decay at LHC. Under the constraints, we also give limits on other parameters by B ?s?, b ?Xsl+l-?,l= e,?.? Since Wtb? is not considered in top decay at LHC, the constraints from LHC via top decay will be some different from our work via B rare processes. It is expected that with more data at high energy colliders and B factories, more stringent constraints the anormalous Wtb couplings.
