Coupling effect of human activities and natural processes, such as climate warming and dying, soil maintain comprehensive management, industrial and agricultural water increased and large-scale coal mining, marking underlying surface pattern and degree of change, and thus a profound impact on runoff evolution and space-time distribution, finally resulted in significant impact on water resources in the storage and circulation. The runoff changes show the spatial and temporal multi-scale,multi level structure, liner and nonlinear characteristics.Different spatial and temporal scales,it is difficult to assess the hydrological effects alone, and it is of great significance the information for guiding the ecological construction and water resources planning, further studying and discussion on specific area. The situation in Kuye River Basin is rich in natural resources and the ecological environment fragile coexist,in the context of global climate change and human activities growing, this paper to the basin as the study area, study of runoff to the climate change and human activities response characteristics, the main conclusions are as follows:(1)Changing on underlying surface pattern and degree in Kuye River Basin,a profound impact on the evolution process and its spatial and temporal distribution of runoff, finally resulted in significant impact on water resources in the stage and circulation;runoff not only has a lag effect on rainfall, but also tend to be uniform with lag days rising.(2)The main factors that affect runoff are different in different periods in Kuye River Basin. The influence of the main factors on runoff is identified by using a variety of statistical methods:(1)Main factors of resulting in runoff decrease in Kuye River Basin in 1954~2012,there has been rain, the medium was significantly increased temperature and water conservation measures implemented on a large scale, the post is coal-scale mining;the 5 main factors of principal components in 1980~2012 can be combined into 2 groups: group1 mainly reflects the temperature, water use, water paul are, coal mining,to reduce runoff contribution rate was 70.24%;group2 sub mainly reflects the rainfall, the contribution rate was 17.52.(2)After the eighties of the 20 th century in Kuye River Basin and compared to precious, annual runoff reduction is particularly significant, the relative impact of human activities on runoff reduction is greater that of climate change, runoff reduction showed an upward trend;water and soil conservation effect period(1980~1996)and coal resources open period(1997~2012)relative to the reference period(1954~1979)annual average runoff were reduced 2.1541×10~8 m~3 and 4.8679×10~8 m~3,the climatic factors of rainfall and temperature, etc.caused to reduce runoff contribution rates were 36% and 33%,water conservation measures were 61.5% and 45.5%,coal mining are 2.5% and 21.5%.(3)In Kuye River Basin, runoff decrease and water pollution is on the rise,to improve the situation,we must first change the long-term since, only emphasize the river ecosystem concept itself without water;must according to cause the present situation and causes, from different fields and different levels, take different means to strengthen the management of water resources.
