Flood disaster produced under the joint action by the meteorological environment,underlying surface and social environment factors,as a common meteorological disasters,flood is a dangerous factor for sustainability of social and economic,and in the meteorological disasters of HeLinGe'Er, the impact of flood disaster is large,serious losses.The risk analysis on the flood disaster is the basic work of disaster prevention and mitigation,which is not only contribute to the regional flood control and disaster planning,but also conducive to strengthen risk awareness of the masses, cope with flood disaster so as to reduce yield loss.It is based on the theory research and formation mechanism of flood disaster,formed theoretical framework of analysis and evaluation formation mechanism.On this basis of establishing index system of risk analysis for flood disaster.It includes index of hazard factor,hazard inducing environment,disaster bodies and disaster prevention and mitigation capacity, then we used the method of AHP to determine the weight of each factor.By geographic information system to process the data of each index,including hazard indicators,environmental indicators, disaster bodies indicators and indicators of disaster prevention and mitigation.Finally we got the distribution results of flood disasters risk in HeLinGe'Er by using the established model,and used the census data of flood disaster in HeLinGe'Er to verify the results,given recommendations for disaster prevention and mitigation.Results of this study indicate the highest-risk areas and second highest-risk areas of flood disaster in HeLinGe'Er is distributed in northwest of Qiaoershenying,Shebiya,west of Shengle.Chengguan township,east of Shengle,Heilaoyao and most areas except Hun River basin of Dahongcheng are medium risk,the lowest risk and second lowest risk are located in Yangqungou and Xindianzi.By validating of disaster data shows that the distribution results of flood disasters risk in HeLinGe'Er which got by this article is basically consistent with actual disaster,so risk analysis of flood disaster for HeLinGe'Er is relatively objective and reasonable.
