As early as 2003,the concept of “Low carbon economy” was presented. What’s more,the World Environment Day for 2008 directly to the theme: Transforming Traditional Towards a low-carbon economy.With the current global warming and shortage of non-renewable resources issues get worse, green economy of sustainable development has become increasingly concerned. Logistics industry as the basic and strategic industry, it’s energy consumption and main producer for air pollution(CO2and NOx).As we step in “new normal economy”, how about the logistics industry efficiency after we taking environment factors and energy input into consideration?And what are the elements that influence its growth? This essay is based on these questions as a starting point.Firstly, we make a review on other scholars’ methods and indicator system on research of TFP of logistics industry.Then, we optimizing others’ research by add energy factor into indicator system as while as capital and labor, and both considered CO2 as a bad output. We calculate TFP of logistics industry for 30 districts(excluding Hong Kong, Macao, Taiwan and Tibet) during 2004 and 2012 by combine DEA with Malmquist-Luenberger Index method. The result shows that the index is higher when we account CO2.Futher, there are 21 districts keep good scale efficiency but only 5areas have good technology change efficiency, and most of province exist input redundant and output deficiency, which shows the logistics TFP can improved a lot.Much more, there is no convergence of Country and Eastern, but Central and Western regions have different convergence trend, they may eventually reach a steady-state.But the current unbalanced shows that "Eastern is better than Central and Central is better than West".Next, we try to find out different factors’ active mechanism through panel data.The result shows that opening economy and research ability and regional economic development promote growth of logistics industry, but environmental regulation can inhibit its growth. Besides, information level and traffic infrastructure and industrystructure can also affect logistics industry. At last, we put forward matching suggestions from both macroscopic and microscopic view aiming at those problems.
