Approach To The Production Management Of China National Fisheries Corporation On Tuna Longline Fisheries

The tuna longline fishery has been carrying out for 18 years in our country. Fishing fleet spread out on the high sea of the Pacific Ocean, Atlantic Ocean, Indian Ocean and the Exclusive Economic Zone of the countries possessing fishery resources. Benefiting from the domestic fishery policy, the scale of the fishery expands unceasingly and the production is also growing constantly. However, due to the shorttime development, decaying resources situation and the strictly management measures, the tuna longline fishery of our country is also facing many difficulties, how to improve the fishing production and effectively control the cost become more and more important.The first chapter analyzes the implementation of the tuna fishery development situation and international fisheries conservation and management measures. Through the analysis of historical and current situation of the international tuna fisheries development, we can see that Chinese tuna longline fishery is facing severe challenges and better opportunities for development. How to face the challenges and seize the opportunities is a ordeal for our tuna fishing enterprises. As Chinese largest off-shore fishing company, although the first fleet entering the tuna fishery development, after decades of operation and efforts, the production management of the Chinese national fishery company(CNFC) is still very extensive and has prominent problems. Through interpretation and analysis of the production field management of CNFC, indicating the importance of the production field management. In addition, the innovation of this study, research ideas and research status from domestic and abroad will be expounded.The second chapter introduces the production management of tuna longline fleet about CNFC. Through the study of space-time operating distribution and fleet catches rate(CPUE) situation, analyzing and finding the shortages of fishing fleet on using current technologies 、 research results and other aspects. From the analysis of international oil price changes and tuna prices for the past decade years, oil prices fell down sharply, but it still can not offset the effect of the reducing price of tuna. By calculating the voyage revenue and expenditure of Jinsheng No. 2, we can see that the deficit still exists in the absence of fuel subsidies. The production efficiency still has to be improved. Aiming the problems and shortcomings, through the discussion of the current situation of fish forecasting techniques and tuna longline fisheries research, hoping that it has some guidance and value in use to the tuna longline fishery.The third chapter analyzes the personnel management of CNFC. Through the analysis of the information of the fleet crew(age structure, education, domestic and foreign crew proportion) to understand the qualification of human resources, reservation and the introduction situation, described the relationship between the problems of structure and the introduction of fleet crews and the compensation management. Then the contrast between domestic wage and crew’s salary over the past 20 years, we can find that the gap of wage is narrowing and the trend continues to decrease significantly. The advantage of working on the boat is diminishing. By means of analyzing the advantages and disadvantages of the introduction of foreign crew, making some corresponding reference about determining the proportion of foreign crew and management policies. Further, as we know, the crews has a huge physical and psychological burden on the longline fishing boat, the International Maritime Organization(IMO) has strict rules about the working time of seamen, managers should make appropriate and reasonable adjustments and arrangements to ensure that the basic rights of seamen are protected.The fourth chapter discusses methods management for the production field management. Cryogenic longline tuna harvest is mainly used for processing sashimi. In order to ensure the quality of fish processed into sashimi, it must be strictly operating in the process of handling and carrying it into frozen warehouse in accordance with the procedures. By analyzing the problems in catches treatment, putting forward specific comments and suggestions. In addition, summarize the defects of the existing longline fisheries fishing gear and methods, and introduce the relevant research results to improve the current situation.The fifth chapter taking use of examples of safety issues in production field management, including industrial accidents, sailing accidents and illegal fishing accidents, as a profound lesson, fishing enterprises should learn it deeply. As can be seen from the example, the security awareness and operational capability has great influence on the safety of production and navigation. Managers must pay attention to the building of capability and responsibility of crews.The sixth chapter, after analyzing the outstanding problem of the longline fleet in the production and management, putting forward opinions and Countermeasures. By introducing production field OJT(On-the-Job Training) management, 6S management and visual management to make scientific and reasonable proposals on the production field, taking advantages of modern management concepts and methods to guide the production of fishing vessels. In addition, taking use of advanced information technologies and means to improve production efficiency, taking control of fuel, bait, fishing gear and other consumption to reduce costs, improving processing efficiency and other aspects of crew safety awareness to improve the overall strength of the fishing fleet, promoting the development of Chinese tuna longline fishery.
