With the development of financial globalization, as the main body of the financial system, the state-owned commercial banks not only have learnt some useful experience from the advanced foreign banks but also actively developed new business areas. Even though the development of the emerging business has achieved satisfying results, the new risk is becoming more and more serious for its strong conductibility, huge destructiveness, high correlation and vulnerability to external environment risk. As one of the three major risks in the daily business activity of commercial bank, the inappropriate management of operational risk will bring great harm to the safe operation of the bank, and may even lead to bank insolvency or bankruptcy.The Construction Bank of China is one of the “big four” state-owned commercial banks. As one of the branches of the Construction Bank, the main job of Jilin Construction Bank is to handle the deficiencies of current internal control system and implement the feasible precautions and comprehensive internal control of operation risk for the emerging business. Through the case study of Jilin Construction Bank, over-authorized risk of emerging business, weak internal risk supervision, lack of product innovation risk constraints, imperfection of preventing system, inaccuracy of information feedback, poor external control of Internet finance environment and poor enforcement of laws and regulations have been found as the great potential hazard vulnerabilities. In terms of these deficiencies, feasible and reasonable suggestions were proposed to improve the internal control of operational risk of emerging business in Jilin Construction Bank.
