A Study On Corporate Governance, Cash Dividends And Over-investment Behavior

At present, the domestic and foreign governments, experts and scholars, the public to the administrative institutions of financial supervision of financial funds is very concerned about the problem,because financial funds are collected from the hands of the taxpayer,it is used in the construction of public infrastructure, service to the social capital. Since the reform and opening up, China has carried out a series of major reforms to strengthen the supervision of the financial capital of the administrative institutions, However, due to the reform of the financial expenditure management system, the financial capital is distributed and appropriated, reduce the use efficiency of financial funds. In the course of the use of funds, there are also the phenomenon of financial funds being illegally occupied. Individual units open many accounts and violation of financial discipline,it is easy to breed corruption.So our country draw lessons from foreign experience and based on China’s national conditions,we decided to reform of the financial management.Since the Eighteenth National Congress of the CPC, new leadership team hate corruption even more.and proposed the targets will be tigers as well as flies.So strengthen the supervision of the financial capital of the administrative institutions is more and more important.This paper takes A as the research object, combining theory and Practice, first introduced the background,in view of the advantages of centralized treasury payment system relative to the accounting centralized payment system, the Ministry of Finance clearly requires centralized accounting system to the centralized treasury payment system reform. In such a situation,the city of A takes a series of reform measures,but it also also has some shortcomings and grasp the root cause of the problem, summarizes out the countermeasures.I hope this paper has its significance for reference, this is the most fundamental reason for why I write it.
