A Study On The Development Of Service Trade Between China And Russia

Modern service industry’s rapid rise has become one of the most important features of the development of the world economy and trade in services in a country to carry out the status of international economic and trade cooperation in the increasingly prominent, China and Russia as a world economic power, the development of service trade between the two countries not only on China Russia economic sustainable development is important, for the development of the world economy also has a significant role in promoting. At present, the economic and trade cooperation between the two countries is mainly dominated by trade in goods and services trade, the overall size is relatively small, the structure of the industry and the narrow trade structure is not optimized. China and Russia as a representative of the emerging economy, there is great potential for growth in terms of trade in services. Therefore, it is necessary to status, service trade between China and Russia’s cooperation on the basis of in-depth research and development issues, and for the development of service trade between China and Russia put forward policy proposals.In this paper, according to the 2001- 2013 Sino Russian bilateral trade in services import and sales data calculation and analysis, obtained the following results: service between China and Russia trade openness is low, extent of participation in international trade in services is not high, and developed countries in the world of international service trade opening degree larger gap; the Sino Russian trade in services trade in services in the world market share is relatively low compared with developed countries, the overall competitiveness is not strong; China and Russia in tourism, construction, transportation and other traditional services have a certain competitive advantage, and in the emerging services such as financial and insurance industries competitive advantage is weak.In the next part, this paper analyzes the basis of the development of service trade between China and Russia and the existing problems through theoretical analysis. The results showed that the Sino Russian mutual political trust, economic complementarity, Russia’s accession to the world trade organization, and the introduction of the "China Belt and Road Initiative" policy on the development of service trade between the two countries have a significant role in promoting. In addition, based on the above analysis, the reasons of restricting the development of service trade between China and Russia both are: Russia, Russia on labor export barriers, Chinese certification standards for foreign enterprises in Russia is too high, the Russian national security and corruption problems restrict Chinese service trade exports to Russia; Chinese, decision-making departments on the field of service trade policy support is not enough, Chinese Russian labor export comparative advantage is not strong, the lack of high-end service talent outstanding, hindered the service trade development between the two countries; in other factors, insufficient investment, trade openness is not enough, as well as social and cultural differences caused by the process of the development of service trade between China and Russia slow.The article finally proposed the following policy recommendations for the above: to strengthen the services infrastructure, improve the service trade system and policies and regulations, strengthen investment in education and training professional talents of service trade between China and Russia, to promote the coordinated development of commodity trade and service trade; promote Sino Russian trade in services in all aspects of communication. The cultural level including government, industry organizations and enterprises, and between China and Russia, in order to promote the development of service trade between the two countries within the framework of the WTO; to further improve the service trade structure, fully tap the potential of traditional service industry cooperation, and accelerate the development of modern service industry; to promote the construction of key projects, each other strengthen the investment of service industry.
