Research On A District Treasury Payment System Reform

The reformation of China’s socialist market economy have developed for thirty years, the traditional Treasury dispersed payment system has been unable to adapt to the development requirements of the public finance system.Under the traditional treasury management mode, there are some phenomena existing,for exmaple,budget units set up multiple accounts, funds disperse d and the flow of f unds is hard to be monitored. In order to solve the drawback s of traditional financial decentralized payment system, the implementation of centralized treasury payment system reform is imperative.Beginning in the late twentieth century, the Ministry of finance com prehensive system of centralized treas ury receipt and pay ment system, in reference to th e experience of the western m arket economy, gradually established a suitable for China’s political and econom ic system of treasury single account and fiscal funds centralized payment system. Through our count ry nearly 10 years of research and reform practice, the treasu ry payment system implementation has initially established a paid out of the Treasury of the operational framework and the running continuous improvement in many details, but there are still many shortcomings, still need to further improve.Author intends to com bine a county-level city Bureau of finance reality, for a county-level city of treasury centralized payment system refor m situation and achievement, of China’s treasury concentrated payment system reform in the exist problems and reasons for detailed analysis and careful study, and puts forward some suggestions to i mprove the financial state treasury centralized paym ent system reform of s ome concrete feasible m easures and suggestions. I hope this study to other counties(area, city) centralized treasury payment system reform and provide a reference implementation.
