Enterprise sector, being the main source of economic development and the budget financing on the various levels of governance, is a strategic field of interests of the state. In Russia small and medium-sized business, being the most flexible economic sector, has sufficient growth potential and is able to respond quickly to changing domestic and international market conditions which determines the necessity of small and medium-sized business development. However, its independent development with lack of state support, being in conditions of unfair competition, with the high concentration of administrative barriers and restricted access to different sources of state support, has no prospects. Therefore, effective state regulation of small and medium-sized business through adequate redistribution of powers between levels of governance, by creating an integrated infrastructure support through the improvement of tax, financial, administrative management mechanisms is able to create a stable sector of the national economy with a high rate of return.This research is about the condition of Russian small and medium-sized business policy: analyzing the role of SME policy in the devel opment of SMEs and its problems. The author gives the assessment of Russian SME policy and tax, financing and administrative systems.
