Study On The Identification Method Of Industrial Clusters

Industrial cluster is a kind of organization form with great economic competitiveness. In many countries and regions around the world, many local governments have used industrial clusters as an important strategic tool for the development of economy. Its formation and evolution, development stages, types and competitiveness research provide guidance for the government to develop the cluster policy. Study on identification of industrial clusters is the basis of all related research, which is crucial to enrich the theory of industrial clusters and better implementation of the policy of industrial cluster.Firstly, by combing industrial cluster’s concept, characteristics and the original identification method, and according to the theory of labor division, contracts theory, input-output theory, this paper proposes to identify clusters from leading industry to core members, and demonstrates that a cluster should include at least a leading industry and a core member.Secondly, the concentration degree of leading industries should be identified. Then this paper identifies the correlation ability, the level of innovation, the ability of external expansion and the degree of network on high concentration industry. At the same time, this paper establishes the identification standard of leading industry. Based on the analysis of the core members of the related industries which have a close relationship of input and output in the leading industry value chain, the recognition criteria of the core members are established.Thirdly, this paper creates different identifying methods on the basis of different identifying content. In this paper, the compound location entropy method is used to identify the industrial agglomeration degree. A fuzzy pattern recognition method is used to determine the four dimensional leading capacity of high concentration industry. The leading industries of the industrial clusters are identified through these steps. Then the core members of the cluster are identified by the input output method. Finally, according to the established standards, this paper identifies the industry cluster.Lastly, this paper identifies the manufacturing industry cluster in Beijing and puts forward the relevant policy recommendations.
