As the global warming intensifies, carbon emission’s impact of low-carbon economy has become one of the hot topics in the international community, carbon taxes, carbon emission trading, subsidies and other composite policies function and influence of carbon reduction also attracted more and more research attention. Carbon tax is considered by new classical economics theory as one of the most economic measures of market efficiency in carbon reduction, combining carbon taxes and subsidies is an important cost effective means to reduce emissions, the government should develop more regulatory policies related to carbon emission, strictly concern, monitor and control of enterprises’ carbon emission. The enterprises are the main members of the carbon emission, under the government regulation and control policy, how to balance the economic speed and carbon emissions targets, how to adjust the production decision, whether to adopt technical innovation are of great significance for enterprises’ operation.This thesis is based on the micro level business operation of "low-carbon" perspective, researching on the government how to develop carbon taxes and subsidies macroeconomic regulation under carbon emissions targets and the impact of government’s policy on the manufacturers’ production decision. First of all, according to current situation of Chinese manufacturing enterprise production and carbon emissions, set in the economic development speed is determined by the manufacturers to limit carbon emissions constraints, researching government carbon tax and subsidy policy situation, based on the complementary variational inequality model, built the carbon tax and government subsidies policy ’black box’ model of the product, using numerical analysis of projection gradient algorithm, studies how the government set a carbon tax and the combination of production subsidies compound control policy to control the carbon footprint of the manufacturers. Secondly, manufacturers use different types of energy in the process of production, the amount of carbon dioxide emissions in production is different, building carbon tax and government energy subsidies policy bi-level programming model, analysis the government target unit carbon emissions and carbon tax, the relation between the energy subsidies, and the manufacturers of energy use decision change. Thirdly, considering under the government carbon tax and technical innovation subsidies policy, manufactures adopt technology innovation to reduce emissions, combing carbon tax and technical innovation subsidies, builds a master two between the government and the two manufacturers from the Stackelberg game model and the model of Duopoly between manufacturers, manufacturers can use independent technology innovation or cooperation technology innovation, so independent researches the government and enterprises behavior game under the independent innovation and cooperative innovation. Finally, from the point of the government and manufacturers, we give the government policy recommendations and manufacturer production management under low-carbon economy.Combined with current status of development of the low carbon economy in China, the government should formulate the science reasonable policies, through taxes, subsidies and other measures to encourage energy conservation and emission reduction and new energy technology innovation research, guiding the manufacturers for low carbon production. Manufacturers should change management idea, low carbon production as one of the development goals, on the basis of meet the needs of the market and its own development, to increase investment in research and development of low carbon, reducing carbon dioxide emissions.
