The Construction Of Service-oriented Government In The Process Of New Urbanization

Under the new condition of social development, the relationship among the government,market and social has been changed a lot.The awakening of civil consciousness and the attention to people reversed government reformation.Thesis chooses three typical patterns of urbanization- Sunan pattern, Wenzhou pattern and Chengdu pattern, then use comparative analysis to demonstrate that it is necessary and important to build a service-oriented government in the construction of new urbanization.Sunan pattern is a kind of rural urbanization pattern that dominated by the government and promoted by local township enterprises.As for Wenzhou pattern,it depended on private economy which is under the market leading. At the time, the pace of development of urbanization both significantly improved. However,like other places,they fell into the bottleneck period after experienced a rapid development period.Many disadvantages have exposed.Then the urbanization transformation was put on the agenda.The Generation of new public service theory and governance theory have laid a theoretical foundation for China’s traditional urbanization transformation. The new public service theory emphasizes changing the corporate government which is thinking over the pursuit of efficiency but ignoring long-term interests.it Initiates reshaping the government’s role and establish people-oriented concept.The core of governance theory is that using multi-power to consult and govern. The Value Orientation of This Two Theory are build a service-oriented government.The key to transition urbanization is transit the government from taking economic construction as the center of development-oriented to public service for the purpose of public interest. We should protect the rights and wishes of the citizens play autonomy in the new urbanization construction process.Through the comparative analysis among Sunan pattern,Wenzhou pattern and Chengdu pattern,we found that if we use the experience of Chengdu,the construction of urbanization can transform successfully.The Chengdu experience include building a service-oriented government, giving full play to the force among the government, market and society, promoting the service ability under the cooperation governance framework.Comparison of three government management model in their urbanization process,we can find that the government at all levels of Southern Jiangsu and Wenzhou emphasis economic development, pursue the number of towns and expansion but neglect public services. Although the Sunan and Chengdu governments play an important role in the urbanization, the former is all lead by the government, the latter,however, is under the guidance of the government to pay attention to the market and citizen autonomy. As for the Wenzhou model, although market forces plays an active role, the government push the public service duties to market,resulting the absence of public service functions.Theory and Practice has proved that the key to transform the urbanization is to locate the role of government correctly, to change the traditional model of government management, and build a service-oriented government from the value, structure and tools. In terms of value, establish service concepts and governance logic,make multiple subjects to participate; As for the structural level, coordination between the various local governments, reinventing the relations pattern of government、the market and the social to promote the integration of public services; in terms of tool,it`s important to strengthen policy coordination in the implementation of public service system, improve the mechanisms of interest expression and coordination, promote the equalization of public services, to achieve people`s urbanization.
