Study On The Policy And The Operation Of Military Scientific Research Funding Management

Defense spending is a special fee to safeguard national survival and development, and also is the cost of the military activities of the country to guard against and resist aggression, protecting the sovereignty and integrity of our country, territorial integrity, security and other military activities.As a part of defense spending, military research fund is an essential item of the financial spending of the sovereign states, a solid guarantee of enhancing the strength of the country, as well as the lifeblood of military research and weapons development. In recent years, military research funds management exposed many problems, some colleges and research institutions illegally using the military research fund has produced a certain negative impact in the whole society. In this context, systematically studying the problem of military research funding management is of great significance to improve the efficient use of funds and guarantee national defense construction.The purpose of this paper is to analyze the realistic, specific and common problems in the military research funding management from a policy perspective, find the main reason for these problems, put forward a number of recommendations and specific measures to solve the problem, so as to strengthen the financial management of military research funds, improve the efficient use of military research funds.The main method of this study includes literature research, theoretical research and case studies. Literature research refers to the work of collecting papers and writings of national defense research and fund management system and other related fields. Through a lot of reading the research results related to the academic field, we can fully understand the relevant information on the defense research projects, providing knowledge for the back analysis; public policy analysis is mainly used in the theoretical research to analyze military research funds management policy and evaluation, including the game theory and other theories; case study refers to an in-depth analysis combined with the theory on the military filed of the actual research funding management problems.Starting from the development of China’s military research funds management policy and a series of problems that exist in the process of implementation, this paper profoundly analyzed the problems of the process of implementation, including crossing parallel management system of research funding, the inconsistent caliber of research funding management system, different range of all sources of funding(centralized) management systems, policy not adapting to the external environment changes in time, lack of incentive mechanisms, and the symbolic execution, add-on execution, selective execution and substitutional execution problems.Simultaneous contrasting US military research funds management practices, this paper pointed out the management of military research funds management system existing the problem of management confusion, single investment, civil-military separation serious. Through the above analysis, the final results from the system and mechanism proposed to strengthen top-level design, the introduction of competition policy, the role of market efficiency and promoting the integration of development recommendations; the system level proposed multi-channel with same caliber management, integration of various sources of funding to develop financial management system, establishing research and investment fund management accountability in military research.The main contribution of this paper consist of three aspects, the first is the comprehensive and full-cycle analysis of the military research funds management problems from the funds management policy level and putting forward some specific recommendations; the second is not just to analyze the exposed problems but to put forward specific suggestions for the research funds management mode of military scientific research units; the third is the qualitative analysis of China’s military research funding management problems, the next step may be developing a military research funds management evaluation model which can be used to conduct further quantitative research.
