Development Zone,born in 1984, has already gone through more than 30 years. For over 30 years, development zone has played a role in window, demonstration, radiation and leading as the experimental field for our reform and the vanguard for our opening. Because of the rich experience and remarkable achievements, development zones have become an important economic growth point in the region, they effectively promote the development of society economy and the opening. With the deepening of market economy and global economic integration, the development of development zones also faces the new situation and new requirements, especially the existing management system faces the new requirements for the operating mechanism is not smooth, social management rate is increasing, and the project construction task is hard. All of these put forward higher requirement for management system of Shanhaiguan Near-port Economic Development Zone. How to improve the secondary innovation for the existing system to make it maintain the original institutional advantages, be in conformity with the current situation of development, and promote sustainable and healthy development of the development zone, this is the problem that this paper will try to explore.This paper finds the problems of the legal system, management system, personnel incentive system, running mechanism, financing environment and other aspects which exist in the development of Shanhaiguan Near-port Economic Development Zone and summarizes the causes of these problems through the study and comparison of the domestic and foreign development zone management system and development mode, the literature material, on-the-spot investigation and inductive analysis.Thesis makes full use of literature, field survey, induction and analysis, Shanhaiguan Lingang Economic Development Zone which exists in the development of the legal system, management system, personnel incentive system, operation mechanism and financing environment and other aspects, to explore characteristics of Heshan customs port economic development zone development character of institutional mechanisms to adjust the overall train of thought, principles and policies and measures, to the Shanhai Guan Lingang Economic Development Zone and the province development zone has certain reference significance.
